Staff Air Pollution Specialist
This position can be located in Sacramento or Riverside County.
The On-Road Light Duty Analysis Section (ORLDAS) in the Mobile Source Analysis Branch (MSAB) within the Air Quality Planning and Science Division (AQPSD) assesses on-road light-duty (LD) vehicle activity and emissions to develop fundamental emissions inventory estimates and models. Major projects include continued development and refinement of CARB official emissions inventory model (EMFAC) for mobile sources, supporting emission inventory estimates for regulations, assisting enforcement cases, and collaborating with emissions modeling community.
This position requires the incumbent to serve as the agencywide on-road LD gasoline vehicle emissions modeling expert. In addition, this SAPS will lead the overall development of EMFAC, including both LD and heavy-duty (HD) vehicle components. More specifically, the incumbent will lead and mentor over 14 staff among 3 sections in the development and improvement of EMFAC. The SAPS will also lead and provide expertise to ongoing and future agency-wide efforts, serving alongside experts from other divisions, on CARB’s key policy initiatives, for example, e.g., Advanced Clean Car Program, Drive Forward Program and CARB’s Zero Emission Vehicle (ZEV) action plan as per Executive Order N-79-20. The SAPS will serve as CARB's technical lead dealing with external agencies like U.S. Environmental Protection Agency (EPA), Bureau of Automotive Repair (BAR), California Energy Commission (CEC), California Department of Transportation (Caltrans) and Department of Motor Vehicles (DMV) as well as with emissions modeling experts and researchers through organizations like the Coordinating Research Council (CRC).
The SAPS will also lead the development of next-generation methods and tools for community-level mobile source inventories; lead projects for improving transportation planning strategies that reduce vehicle miles traveled (VMT); oversee technical assessments and model formulations to inform development of control programs for particulate matter (PM) emissions from brake and tire wear; and, support the Statewide Clean Aviation Initiative (SCAI) are we are currently developing to reduce aviation emissions in California.

The incumbent will successfully handle multiple dynamic short- and long-term assignments from competing high-priority and policy-sensitive assignments with very tight deadlines.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board’s (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
