On-Call Storm Water Specialist/Inspectors (QSP)

Position Details
Insignia is seeking on-call Storm Water Specialists/Inspectors with Qualified Stormwater Pollution Prevention Plan (SWPPP) Practitioner (QSP) certifications to join our team. These positions support large utility infrastructure projects throughout California, primarily in Northern and Southern California regions, by performing SWPPP inspections, coordinating with clients and project teams, and preparing technical reports and compliance documentation. Regular travel to project sites is required, including occasional overnight travel depending on the assignment.

Job Description 

  • Prepare SWPPPs under the State Water Resources Control Board’s (SWRCB’s) General Construction Permit Order 2022-0057-DWQ, including site best management practices maps.
  • Conduct regular SWPPP inspections, including pre-, during-, and post-rain event assessments; weekly and monthly site inspections; and water quality sampling during storm events.
  • Coordinate with project personnel, environmental inspectors, and hazardous materials specialists to ensure compliance with water quality mitigation measures.
  • Manage SWPPP documentation, inspection reports, project changes, equipment logs, and spill logs.
  • Manage data entry in the SWRCB online SMARTS database.
  • Develop training programs and train both construction workers and QSP delegates.


Requirements 

  • Bachelor of Science degree or higher in hydrology, earth sciences, environmental science, urban planning, or a related field. 
  • Minimum of 3 years of environmental consulting experience, including technical SWPPP compliance management support and field inspections. 
  • Must hold a QSP certification. 
  • Additional certifications are preferred, including Certified Professional in Erosion and Sediment Control, Professional Engineer, or Professional Geologist. 
  • Working knowledge of environmental regulations, including California Environmental Quality Act and the National Environmental Policy Act, the Clean Water Act, and the state and federal Endangered Species Acts. 
  • Previous experience leading SWPPP inspections on large utility infrastructure projects in California, including client coordination, technical oversight, and project management responsibilities, is strongly preferred. 
  • Demonstrated ability to complete projects on time and within budget. 
  • Excellent written, verbal, and technical communication skills, including advanced proficiency in Microsoft Office. 
  • Strong organizational skills, with the ability to exercise sound judgment and work independently.
  • Highly detail-oriented with a strong commitment to accuracy.

  • Valid driver’s license and good driving record.
  • Ability to travel as needed for field inspections and project meetings.
  • Ability to perform physical tasks, including walking/hiking in varying terrain and working in inclement weather conditions.
  • Ability to lift up to 25 pounds.
