Property Manager

Compensation Range:           $64,896.00 to $87,757.90

SUMMARY

The Property Manager is responsible to manage all band rentals including elder estates, HUD income based housing, and regular rentals.  The Property Manager assists Band members in applying for Housing programs and processes information related to those applications, and provides other Housing services.  The property manager is responsible for managing the housing inventory for the Band and working with   other internal departments to ensure Band Members needs are met within policy and procedure.

 

 

QUALIFICATIONS: 

  • Associate degree or equivalent education preferred. 
  • Three (3) to five (5) years of prior experience in Tribal Housing or affordable housing 
  • Strong basic math skills.
  • Good communication skills.
  • Ability to work and communicate sensitively, confidentially, and effectively with clients.
  • Ability to read and write to maintain logs and prepare monthly reports.

  • Knowledge of the Mille Lacs Band government and housing policies and procedures.
  • A detailed understanding of the Mille Lacs Band Housing Department Work Order request system is desired.
  • Strong personal computer skills in a Windows environment, including Excel, and Word.
  • Familiarity with the Housing Data Software (HDS) and InterTribal Software preferred.
  • Experience in and sensitivity to Native American culture.
  • Must have current driver’s license, reliable personal transportation, proof of current insurance coverage, and insurability under the Band’s Auto Insurance Policy.

 

 

DUTIES AND RESPONSIBILITIES:

  • Supervises Resident Services Manager. 
  • Assist with processing of work orders in accordance with property inventory requests and procedures.
  • Take applications for Housing programs and services. 
  • Make decisions on eligibility for assisted housing programs according to Band regulations and department procedures.
  • Conduct interviews and screen tenant applications for housing eligibility.
  • Verify information from housing applicants pertaining to income, family composition, and present housing conditions. 
  • Calculate rents and other payments for current and prospective tenants. 
  • Monitor the status of vacant housing units and coordinate the timely move-in of new occupants.
  • Prepare lease and purchase agreements for execution by the Executive Director of Housing and the occupants.
  • Plan, direct and supervise the certification, re-certification and admission procedures for all applicants.
  • Assure the documentation needed for admission or to maintain certification is accurate and sufficient.
  • Work with the Finance Manager to process incoming payments, prepare cash and checks for deposit, post income to proper accounts and make cash deposits.
  • Work with the Finance Manager to prepare reports showing delinquencies, cash flow, expenses, depreciation and other accounting information.
  • Explain billing and other accounting procedures to Housing clients.
  • Explain and apply rules, regulations, and policies of the department to applicants and residents both in writing and orally. 
  • Perform routine clerical tasks related to the review, verification, and evaluation of applications.
  • Work with the management team within Community Development to maintain transparent and accurate records of applications and waiting lists for all rental, and elderly housing programs.
  • Work with the Housing Coordinator to prepare and process work order billings.
  • Assist with requests for inspections of Band owned housing properties. 
  • Approve work order requests in accordance with policy and procedure as well as tenants needs and available resources.
  • Serve as liaison between tenants and Housing Department.     
  • Maintain records and prepare reports regarding public housing activity, conditions, etc.
  • Other duties as assigned.

 

 

WORKING CONDITIONS:

  • Nature of work is such that incumbent experiences frequent periods of moderate stress while dealing with clients. 
  • Work is generally in doors in a controlled climate area with offsite visits on occasion. 
  • Limited threat of personal danger or risk.
  • Hours are typically 8-5, but possibly with some extra hours. 
  • Local travel is required.
