State Aging Plan Analyst
Introduction
The Department of Health Services (DHS), Division of Public Health (DPH) works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting for a State Aging Plan Analyst in the Bureau of Aging and Disability Resources (BADR).
This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. The schedule may vary based on training or operational need. Statewide travel and overnight stays may be required approximately 5% of the time.

Position Summary
As the State Aging Plan Analyst, you will be responsible for development, implementation and evaluation of the State Plan on Aging, created every three years under the authority of the federal Older Americans Act. Responsibilities include:
- Leading policy analysis and policy development to bring Wisconsin’s aging programs into alignment with federal and state law.
- Coordinating activities to implement and evaluate needed changes. Supporting partners across the statewide aging network in development of regional and local aging plans.
- Staffing the State Aging Advisory Council as a primary source of public input, engagement and oversight.
Salary Information
The starting pay is between $37.75 and $45.00 per hour (approximately between $78,500 and $93,600 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is in the Program & Policy Analyst - Advanced classification and is in pay schedule and range 07/03.

- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
- Employees must have access to both a private workspace and secure high-speed internet for remote work options. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience interpreting and applying federal and Wisconsin laws and policies governing a social services program.
- Experience writing or revising policy related to social services programs to adhere to federal or state laws and guide program implementation.
- Experience creating strategic plans and managing their implementation, including incorporating the principles and practices of quality and process improvement.
- Experience applying the principles of evaluation and performance management outlined in the philosophical evaluation framework of Results Based Accountability.
Well-qualified applicants will also have one or more of the following:
- Experience with requirements of a federal program law regarding public input and advocacy for the public’s interests and needs as the population ages and working with the organizations oriented toward carrying out these requirements.
- Experience working with boards and councils to advise on interests and needs of consumers to support and facilitate public engagement in areas related to population aging.
- Experience with state government operations and procedures such as the operation of the state legislature, the state budget development process and administrative rule procedures.
- Experience with analytical writing for policy development, writing to facilitate decision-making, writing to persuade, and writing for the general public.
