OVERVIEW 

The Judicial Council of California is accepting applications for the position of Supervising Analyst with the Center for Families, Children & the Courts (CFCC) to direct and oversee court-appointed dependency counsel programs. CFCC performs a broad range of legal, funding, education, and data analytics functions to assist the courts and improve the quality of justice and services to children, youth, parents, and families. 


This high visibility role oversees approximately $186.7 million in statewide general funds supporting court appointed dependency counsel programs. The position provides fiscal and programmatic leadership for courts and providers participating in the Dependency Representation, Administration, Funding, and Training (DRAFT) program, as well as the Juvenile Dependency Counsel Collections Program (JDCCP). The Supervising Analyst ensures funding compliance with Judicial Council guidelines, rules of court, and state and federal laws. The role also contributes strategic guidance on juvenile fiscal issues, oversees analytics and reporting, represents the Judicial Council in statewide policy discussions, and manages a team responsible for contract administration, reimbursements, and program oversight. This team comprises a Senior Analyst, Analyst, Associate Analyst, and Administrative Specialist.


The Judicial Council 

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. 

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

 

RESPONSIBILITIES

  1. Implement the annual statewide budget for court appointed counsel by collaborating with Branch Accounting and Procurement and Budget Office staff to analyze data, develop budget options, and prepare recommendations for Judicial Council and its advisory committees.
  2. Manage, negotiate, and monitor annual contracts totaling approximately $125 million for court-appointed counsel and support Court Improvement Program.
  3. Monitor general fund and grant budgets by reviewing monthly expenditures and ensuring fiscal accuracy.
  4. Provide analysis and recommendations to the Trial Court Budget Advisory Committee (TCBAC) and Judicial Council leadership to improve oversight and fiscal stewardship.
  5. Advance cross departmental initiatives and long term strategic efforts to improve statewide program operations, data governance, and coordinated service delivery.

 

SUPERVISORY DUTIES

  1. Recommends selection of staff; 
  2. Trains staff and proposes internal and external training courses and workshops; 
  3. Provides for career development and planning for staff; 
  4. Approves time off requests; 
  5. Reviews and approves time sheets; 
  6. Evaluates employee performance and conducts performance reviews; and 
  7. Administers discipline as required.

 

MINIMUM QUALIFICATIONS 

Bachelor’s degree and five (5) years of analytical or managerial experience in program analysis, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.

OR

One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

PAYMENT & BENEFITS 

$8,512 - $12,766 per month

 

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
