Recruiter/Assistant HR Director

Position Summary & Responsibilities:

Location: KDA Headquarters – Manhattan, KS

 

This position serves as the Assistant Human Resources Director and Agency Recruiter for the Dept. of Agriculture. Provides consultation and technical assistance to division directors, program managers, supervisors, and employees within the agency regarding all areas of the comprehensive HR program. Provides consultation and technical assistance to applicants in the recruiting process. Manages the agency recruitment program and assists in policy development and revisions. 

Recruitment 

  • Coordinate and manage recruitment activities for agency vacancies 
  • Advise managers, employees, and applicants on HR policies and hiring procedures 
  • Research and recommend recruitment strategies to attract qualified and diverse candidates 
  • Manage vacancy postings, applicant tracking, data entry, and applicant communications 
  • Coordinate career fairs and recruitment outreach activities 
  • Maintain recruitment, vacancy, and termination reports and tracking spreadsheets 

Benefits Administration

  • Assist with administration of employee benefits and the State of Kansas Group Health Insurance Plan 
  • Educate employees on benefit programs, policies, and enrollment changes 
  • Support employees during the open enrollment period

HR Program Support

  • Perform HR support duties including data entry, FLSA determinations, investigations, and Time & Labor functions 
  • Maintain employee records and ensure confidentiality of personnel information 
  • Process employee position descriptions 
  • Provide backup assistance to payroll operations as needed

Minimum Qualifications:

  • Professional minded individuals with at least four years of direct experience in human resources, business administrative, business management or a related field. Candidates may also qualify through a combination of relevant education, work experience, training or certification.
  • Strong organizational, communication, and interpersonal skills.
  • Strong problem-solving, decision-making, and customer service skills.
  • Ability to maintain confidentiality and handle sensitive employee information professionally.
  • Ability to work collaboratively with leadership, employees, and external agencies.
  • This position requires the physical dexterity that permits standing, kneeling, bending, and stretching; climbing up and down steps; and lifting objects.
  • This position must perform routine office tasks such as sitting, reading, examining documents, and viewing a computer for long periods of time.
  • Employee must have a valid Class C (or higher) Kansas driver’s license or equivalent license from another state. Employee is responsible to maintain an acceptable driving record to safely drive state vehicle and be willing and able to fulfill all job-related travel normally associated with this position. 

Preferred Qualifications:

  • Knowledge of employment laws, HR regulations, recruitment practices, and employee relations procedures
  • Experience with hiring processes including sourcing, interviewing, onboarding, and applicant tracking systems
  • Familiarity with employee benefits administration, FMLA, workers’ compensation, and payroll support functions
