Assistant Superintendent, Adult and Student Programs and Services

Salary Information

$252,689.92 per year (2026-27) plus benefits; plus benefits; $1,023.58 per month for single health coverage, $1,698.58 for 2-party, $1,898.58 family (incl. medical, dental, life, and vision). TSA options available.

 

Definition

Under the direction of the County Superintendent of Schools, provides leadership and oversight for the development, implementation, and evaluation of County-operated adult and student educational programs and services.

Supervision Over

Management, professional, technical, and clerical personnel as assigned.

 

Duties and Responsibilities

(Any one position may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found in positions within this classification.)

 

  • Leads, directs, and evaluates Adult and Student Programs and Services, including College and Career Readiness, Career Pathways, Computer Science Regional Support, Juvenile Court and Community Schools, and other programs and services as assigned;
  • Provides leadership in the design, implementation, and continuous improvement of instructional programs and curricula to improve outcomes, meet diverse student needs, promote equitable access, and expand post-secondary opportunities for all students, including at-promise youth, students with disabilities, and multilingual learners; 
  • Ensures program effectiveness, accountability, and compliance with County Board of Education policies and all applicable state, federal, and contractual requirements, including categorical and special education programs;
  • Coordinates the development of instructional policies and practices aligned with desired student outcomes; 
  • Builds and sustains collaborative partnerships with agencies and organizations, including K–12 school districts, community-based organizations, governmental agencies, and postsecondary institutions to advance student success, and ensure coordinated delivery of educational and support services; 
  • Supervises, evaluates, and develops staff, fostering high expectations, accountability, collaboration, and continuous professional growth; 
  • Represents the County Office through presentations to the County Board of Education and participation in meetings, conferences, committees, and professional organizations; 
  • Collaborates with school district administrators to expand and strengthen College and Career Readiness programs, assess district needs, and evaluate service effectiveness; 
  • Develops and manages divisional budgets, ensuring appropriate resource allocation, fiscal integrity, and compliance;
  • Leads the development and implementation of short- and long-range strategic plans aligned with County Board of Education goals, Superintendent priorities, and student needs; 
  • Directs the development, implementation, and ongoing evaluation of required plans and reports, including the Local Control and Accountability Plan (LCAP), Single Plan for Student Achievement (SPSA), School Accountability Report Card (SARC), and Plan for Expelled Youth; 
  • Organizes and facilitates councils and committees with school districts, County Office staff, and 2 community partners to develop programs and address educational needs; 
  • Advises leadership and educational partners on legislative and regulatory developments and represents the County Office in policy discussions as appropriate; • Convenes and collaborates with advisory groups and community partners to address educational needs and support program innovation; 
  • Maintains current knowledge of educational trends, research, and emerging technologies to inform program development and decision-making; 
  • Directs the development, implementation, and evaluation of action plans to achieve targeted outcomes for students with disabilities and multilingual learners; 
  • Coordinates special education services within Court and Community Schools in collaboration with special education leadership; 
  • Establishes and maintains high standards for academic performance, student behavior, collaborative planning, and organizational accountability across assigned programs and services 
  • Directs the implementation and oversight of, ensuring compliance with state and federal requirements, fiscal accountability, and alignment with program priorities; 
  • Directs Board Expulsion Appeal and Inter-District Transfer Appeal Hearings; 
  • Performs related duties and projects as assigned by the Superintendent.

 

Minimum Qualifications

Education, Training, and Experience

  • Possession of a valid California Administrative Service Credential. 
  • Extensive, progressively responsible experience in instructional services, including direct administration in county office(s) of education or medium or large school district(s), preferably at a director level or above. 
  • Recent work experience in programs serving career technical education and alternative education programs.

 

Knowledge of:

  • County Office of Education programs, services, and organizational operations, including budget development, resource allocation, and administrative functions; 
  • Applicable federal and California laws, regulations, and accountability requirements governing public education, programs, student services, special education, categorical programs, student discipline, and due process: 
  • Principles and practices of instructional leadership, program design, curriculum development, assessment, and continuous improvement to support student achievement and equitable outcomes; 
  • Cross-system collaboration among education, juvenile justice, workforce development, and community-based organizations serving at-promise youth and adult learners; 
  • Evidence-based, culturally responsive, trauma-informed and restorative practices that support diverse student populations, including students with disabilities, multilingual learners, and at-promise youth; 
  • Adult education systems, career technical education, college and career readiness frameworks, master scheduling best practices, and workforce development strategies; 
  • State and federal accountability systems and required planning processes, including LCAP, SPSA, SARC, and related reporting and compliance requirements; 
  • Organizational leadership, strategic planning, and continuous improvement methodologies in complex public-sector environments; 
  • Budget development, grant administration, and fiscal management practices to ensure compliance and effective use of resources; 
  • Effective communication, collaboration, and facilitation, strategies for engaging internal and external partners across systems; 
  • Data systems, technology tools, and emerging trends in education to support decision-making, program evaluation, and operational effectiveness; 
  • Standard software applications, including video-conferencing platforms.

  • Apply analytical and evaluative skills to assess program effectiveness, identify trends, and utilize data to support strategic planning, decision-making, and continuous improvement efforts; 
  • Effectively plan, organize, and administer complex processes, including hearings, interagency initiatives, and compliance-driven programs; 
  • Utilize technology and data systems to enhance leadership effectiveness, communication, program oversight, and operational efficiency.
