Information Technology Specialist 2 - Programming

Position Summary

The NYSTRS Information Technology Division is seeking candidates for an Information Technology Specialist 2-Programming position for the Investment Solutions team. This position will work with our Asset Classes to support investment-related applications and integrations between NYSTRS and our third-party applications and vendors. The incumbent of this position will be held to high standards of integrity and customer service, while also being expected to perform advanced technical work on complex projects.  

 

NY HELPS Program Information 

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Please note: This is a promotional title, so all promotional opportunities must be exhausted before a non-state employee can be appointed via NY HELPS. 

For the duration of the NY HELPS Program, this title may be filled with a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply. 

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. 

 

Minimum Qualifications 

EITHER: 1) Reachable on the Civil Service eligible list; OR: 2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 2-Programming (SG-18); OR: 3) Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title. 

 

To be appointed via the NY HELPS program, you must meet the following requirements: 

A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of experience in information technology; or two years of experience in information technology. 

 

Preferred Qualifications 

Experience in application development and configuration using an object-oriented programming language (e.g., C#, Java, C++) 

Experience in application development and configuration using a functional programming language (e.g., R programming language)  

Experience with one or more of the following: developing or modifying existing stored procedures, triggers, packages and database objects for relational database management systems (e.g., Microsoft SQL Server, Oracle Database)  

Applied experience in analyzing, developing, and supporting interactive external web applications 

Experience working with Investment-related applications 

Knowledge of RESTful APIs for seamless communication between web services 

Familiarity with Integrated Development Environments (Microsoft Visual Studio, Visual Code, Eclipse)  

Familiarity with GIT-based source control solutions for efficient code management  

A commitment to providing outstanding support to end-users 

Strong written and verbal communication skills 

Ability to collaborate effectively within a team and across departments

Currently we have a hybrid work schedule which may be subject to change in the future. 

 

Job Duties 

The Information Technology Specialist 2-Programming will be responsible for, but not limited to, the following duties: 

Work collaboratively with Supervisors, Business Analysts, Project Leaders, other Programmers and Business Users on NYSTRS applications 

Gather requirements and create design and technical specifications from our business users  

Create, enhance and support NYSTRS Applications using various development platforms and technologies through programming and configuration 

Create testing plans and scripts and perform testing as required 

Develop detailed technical and functional documentation  

Manage and maintain work items within our ServiceNow platform  

Follow and support the Secure Systems Development Lifecycle as defined for NYSTRS (SSDLC) 

 

Salary Grade 

Grade 18 

 

Salary Range 

$78,669 to $115,477
