Broadband Development Program Specialist

GENERAL DISCRIPTION:

The Criminal Justice and Homeland Security Division (CJHSD) within the South East Texas Regional Planning Commission (SETRPC) is seeking a Broadband Development Program Specialist. This position will coordinate multi-agency initiatives and projects, plan and conduct meetings, analyze data, develop plans, and assist in Texas Regional Broadband Program activities and requirements.  Additional duties may also be assigned in other program areas, as needed.

We are seeking a motivated professional with strong communication, analytical, and technical skills who can learn new software quickly and work collaboratively in a fast‑paced environment.

EXAMPLES OF WORK PERFORMED:

  • Lead and coordinate planning efforts for Broadband Development programs.
  • Facilitate and support committees related to Broadband Development.
  • Coordinate and participate in broadband planning and development meetings. 
  • Prepare written plans and reports required by state and federal agencies.
  • Collect, organize, and analyze data for planning and reporting purposes.
  • Track grant budgets, monitor compliance, and assist with grant-related documentation.
  • Ensure timely submission of required documents and data.
  • Attend bi-annual TARC training in Austin.
  • Engage local stakeholders (government, business, public, private, institutional) both formally and informally to understand broadband needs and goals.
  • Willingness to assist Director in Homeland Security, Criminal Justice, and Emergency Alerting Network activities as needed. 
  • Perform other duties as assigned, including duties for activities in programs such as criminal justice and homeland security.

GENERAL QUALIFICATIONS AND GUIDELINES:

  • Bachelor’s degree in Public Administration, Planning, or a related field.
  • Experience working with technology and the ability to learn new software quickly.
  • Equivalent combinations of education and experience may be considered.
  • Experience in broadband planning and/or government planning
  • Grant management experience.

KNOWLEDGE, SKILLS & ABILITIES:

  • Strong written, verbal, and analytical skills.
  • Ability to interpret and present data clearly.
  • Proficiency in Microsoft Office Suite and web-based systems.
  • Strong organizational skills and ability to manage multiple projects.
  • Ability to work both independently and as part of a team.
  • Professional communication and customer service skills.

ADDITIONAL INFORMATION:

  • This position is funded through multiple state and federal grant programs.
  • Occasional extended hours may be required to meet deadlines.
  • Travel to Austin twice per year is required. Additional travel when necessary.
