Position Overview

 

The Illinois Department of Transportation (IDOT) is seeking to hire an Accountant Advanced. The successful candidate, under the direction of the Accountant Supervisor, performs complex accounting and auditing functions for the department utilizing the contract payment system, a payment system for approximately 3,000 active contracts with payments totaling over $2 billion annually, the agency’s accounting system and the Comptroller’s system.

Essential Functions

  • Independently completes professional audit and evaluation of approximately 12,000 contract change orders annually.
  • Audits renewal agreements conducting a thorough analysis of complex procurement agreements covering a broad spectrum of both technological and financial aspects including costs for construction and maintenance executed by the Illinois Department of Transportation (IDOT) and contractors.
  • Develops, implements, controls, and revises accounting procedures.
  • Distributes change orders to districts, Project Review Engineers, bureau files, and the Federal Highway Administration (FHWA).
  • Distributes reports for the Accountant Supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in business administration and accounting.
  • Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control, or public accounting.

Preferred Qualifications

  • Prefers extensive knowledge of accounting and auditing theory, principles, methods and procedures.
  • Prefers extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
  • Prefers working knowledge of office methods, procedures, standard office accounting machines and equipment.
  • Prefers ability to prepare comprehensive accounting reports.
  • Prefers ability to determine violations and noncompliance with the law and to detect and explain significant irregularities.
  • Prefers ability to review detailed work including written or numerical data and to make calculations rapidly and accurately.
  • Prefers skill and ability to evaluate more difficult accounting problems and to analyze and interpret more complex accounting records.
  • Prefers ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.

  • Successful completion of a background investigation.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
