Blood Quantum Specialist

SUMMARY

The Blood Quantum Specialist works in the Enrollments Department and takes the lead on Blood Quantum research for tribal members and potential tribal members. 

 

QUALIFICATIONS: 

  • High school diploma or GED certificate.
  • Proficient with Microsoft Programs such as Word, Excel, PowerPoint, and Outlook required.
  • Capable of creating detailed statistical reports.
  • Must have strong personal computer & technological skills.
  • Excellent oral and written communications skills; able to develop a working relationship with the general public and Indian leadership on a daily basis.
  • Ability to work with minimal supervision.
  • Strong organizational skills and the ability to maintain very high levels of accuracy and attention to detail.
  • Ability to type at a rate of 50 WPM preferred. 
  • Ability and willingness to develop working knowledge of the Minnesota Chippewa Tribal enrollments procedures.
  • Ability to deal with confidential data and capable of maintaining accurate records. 
  • Ability to work with minimal supervision.
  • Experience with and understanding of Native American culture. 
  • Ability and willingness to travel as necessary for job and training purposes.
  • Must have experience with and understanding of Ojibwe culture and cultural sensitivity.
  • Must have valid driver’s license and be insurable by the Band’s auto insurance, required.
  • Degree from an accredited two-year program in Business Management, Business Management, Business Administration or other related field preferred. 
  • Three or more years of experience in office administrative support. 
  • Proficient math skills
  • Must have a current valid driver’s license.
  • Must be insurable under the Mille Lacs Band Drivers Insurance policy and have reliable personal transportation.
  • Must pass a pre-employment drug and alcohol test.
  • Background investigation required that shows no theft or fraud above a misdemeanor, no felony drug conviction and no sexual or crimes-against-a-person conviction at any level. 
  • A staff person with direct contact with or access to children in care must disclose the arrest, conviction, and applicant background information if that staff person:
    1. has a conviction of, has admitted to, has an adjudication of delinquency for, has been charged and is awaiting trial for, or a preponderance of the evidence indicates the person has committed:
      1. a crime against a child;
      2. an act of physical or sexual abuse;
      3. neglect;
      4. a felony;
      5. the same or similar crimes as those in this subsection listed in the laws of another state or of the United States or of any Tribal law;
    2. has a conviction of, has admitted to, has an adjudication of delinquency for, has been charged and is awaiting trial for, or a preponderance of the evidence indicates the person has committed any misdemeanor offense under Federal, State, or Tribal law involving crimes of violence; sexual assault, molestation, exploitation, contact or prostitution; crimes against persons; or offenses committed against children. The Licensing Committee may evaluate the nature and time of a misdemeanor assault charge as well as other types of misdemeanor crimes not specified in this section to determine whether employment is appropriate.

DUTIES AND RESPONSIBILITIES:

  • Research enrollments records, birth and death certificates, adoption proceedings, and other legal records to establish blood quantum for new enrollees. 
  • Maintains the blood quantum projects
  • Calculated or re-calculated blood quantum measures upon request.
  • Knowledge of Minnesota Chippewa Tribe enrollment procedures and requirements. 
  • Provide assistance to all the Enrollment staff to meet program objectives for the Blood Quantum and the Tribal Enrollments Program. 
  • Assist with the various stages of the Bonus distribution, as needed.
  • Assists with research, data entry, and enrollments, as needed. 
  • Compiles information, organizes data and produces various reports.
  • Advises Band members and descendants on enrollment policy and process. 
  • Arranges for and/or prepares supporting documents necessary for the processing of enrollment requests. 
  • Travel to various program affiliations related to the program needs.
  • Maintain critical and confidential material related to the programs and to Band Member issues.
  • Prepares and distributes enrollment documents for newly enrolled Band members. 
  • Assists with notifying individuals regarding denied enrollment applications and reasons for denial. 
  • Performs general office support responsibilities.
  • Maintain electronic and paper files.
  • Must maintain a high level of confidentiality.
  • Performs other related duties as assigned.
