The Department of Water Resources is a highly visible and important organization with responsibilities that require our IT solutions to continuously improve the Departmental services we provide and increase access to current, accurate, and transparent information.

As part of a talented, high-performing, and diverse team, this Systems and Data Analyst position will support enterprise application and commercial software solution efforts that use both on-premises and cloud-based platforms and services.  The position performs business analysis and technical system analysis work that helps the Department plan, implement, test, release, troubleshoot, and maintain enterprise solutions.

The incumbent will participate in the System Development Lifecycle (SDLC) by gathering and documenting business needs; participating in or leading stakeholder information-gathering sessions; developing "As-Is" and "To-Be" process diagrams; analyzing business statements to compile valid requirements; and evaluating solution options, urgency, risk, and implementation considerations.  The role also develops user-interface prototypes, digital workflow mappings, manual and automated test plans, manual and automated test scripts including end-to-end test scenarios, deployment plans, migration plans, user readiness manuals, and functional and technical documentation.

The position supports solution design, configuration, testing, and implementation in accordance with DWR software and platform standards.  Duties also include Level II support activities for business applications, troubleshooting and resolving customer issues and service requests, collaborating with technical teams and business owners, and supporting the use of commercial-based software products through out-of-the-box configuration and knowledge transfer.  At the higher level, the role may also take on greater independent ownership for project planning, work tracking, cross-team coordination, and serving as a technical liaison with program areas and technical specialists.

This team works closely with infrastructure teams, technical operations staff, business units, and outside business partners to support, administer, and improve enterprise solutions.  The Division of Technology Services values its employees, fosters a rich and innovative culture, embraces a diverse workforce, and accommodates flexible work schedules.
