Utility Permitting Specialist

Title:  Utility Permitting Specialist

Department:  Utilities Engineering & Contract Mgmt.

Location:  Land O' Lakes, Florida

Job Type:  Full Time

Hourly Range:  $26.37 - $36.92

General Description:  This role involves responsible technical and administrative work in the review, evaluation, and enforcement of the zoning and land development regulations. 

Essential Job Functions:  Reviews and performs interdepartmental coordination of developer applications (e.g. Planning and Growth Management Memos, FDOT, ACCELA, etc.)  Prepares agenda items for BOCC (e.g. Utility Service Agreements). Prepares miscellaneous correspondence.  Reviews and analyzes utility applications, comment letters, submittals for compliance with applicable utility codes and procedures.  Responds in writing to owners, developers, engineers and attorneys.  Coordinates with Assistant County Attorney for Agreements (e.g. Merchant's Agreements, Landscape Waivers, etc.)  Researches background information, files and submittals for weekly plan review.  Sends correspondence to Engineers and Developers Comment Letters and Letters of Commitment. Reviews correspondence and recommendations to the Service Commitment Division.  Assists with questions and/or problems which occur in daily activities. Gives instructions on procedures, both written and verbal.  Assists with developers, engineers, attorneys, planners and other interested parties on procedural private development utility issues.  Follows up with the public by telephone or in writing as required. Ability to lift and/or move up to 35 pounds and also push or pull heavy objects. Performs related work as required.

Knowledge, Skills and Abilities:  

  • Knowledge of Pasco County ordinances dealing with utilities procedures.
  • Knowledge of the principles, practices, and techniques used in site development.
  • Understanding of civil engineering, construction terminology, and regulations.
  • Ability to read and interpret aerial photos, maps, and legal descriptions.
  • Ability to perform computations associated with mapping.
  • Ability to understand and follow complex oral and written instructions.
  • Ability to meet and work with the public.
  • Ability to present findings in written, oral, and graphic form.

Minimum Requirements: 

PHYSICAL SKILLS/WORKING CONDITIONS:  Ability to lift and/or move up to 35 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects.  Requires fieldwork visiting sites. Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from high school or possession of an acceptable equivalency diploma and six (6) years of experience in review for compliance with planning, zoning, building, and land development or similar regulations OR an Associate degree and four (4) years of experience in review for compliance with planning, zoning, building, and land development or similar regulations OR a Bachelor's Degree and two (2) years of experience. Two (2) years' experience in a governmental or regulatory agency. College level courses in engineering, surveying and/or planning related studies preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.
