Position Summary
Supports the implementation of school and community based screening services. Experience working with children of all ages in settings similar to day care/preschool, elementary, middle or high school, high school diploma equivalent, a valid Michigan driver's license and reliable transportation. SUMMARY OF RESPONSIBILITIES:
Under the supervision of the Deputy Health Officer (DHO) of the Community Health Education and Promotion (CHEP) Division, and in coordination with the Hearing and Vision Program Coordinator, performs hearing and vision screenings and provides administrative and program support, including screening, data management, documentation, reporting and communication with schools, families and community members. The Technician may also assist with other departmental programs and initiatives as assigned. Essential functions include but may not be limited to:
1. Conducts initial and re-screening hearing and vision testing to identify any potential abnormalities in schools, clinics and community settings throughout Jackson County.
2. Initiates communication with school and/or community personnel to determine timeline of arrival, last minute details, or changes that may have occurred. Maintains communication as primary point of contact until follow-up is complete.
3. Performs screening procedures, including equipment setup, calibration checks, and volume testing. Follow protocol for identifying abnormal results, conduct re-screening processes.
4. Follow procedures for interpreting, documenting, and communicating results to parents/guardians and appropriate personnel through, letters, phone calls, text messaging or in-person communication as appropriate.
5. Maintains accurate and timely records.
6. Ensures accurate and timely follow-up for all children referred for additional evaluation. Documents efforts according to procedure.
7. Participates in team meetings and contributes to quality improvement and program evaluation efforts.
8. Register, attend and pass the hearing and vision comprehensive trainings, any subsequent yearly in-service trainings to maintain certification, and any additional trainings assigned by JCHD such as Relias, etc.
9. Complete billing and Medicaid reimbursement documentation for eligible students according to protocol.
10. Support and participate in general health department operations, including outreach activities and other assigned program responsibilities.
Other Functions
1. As directed, participate in Continuous Process Improvement (CPI) and Building Employee Engagement (BEE) initiatives, projects and associated training programs for the division or department
2. Maintains client confidentiality and abides by HIPAA confidentiality requirements.
3. Required mandated reporter of suspected child abuse and neglect under the MDHHS, Children’s Protective Services, and Child Protection Law.
4. Completes basic incident command system, Strategic National Stockpile (SNS), and Emergency Operations Plan (EOP) courses and supports agency public health preparedness and emergency response efforts.
5. Responds to public health emergencies in the community in coordination with and under the direction of the Health Officer or other key department management personnel. During a public health emergency, may be required to perform duties outlined in the Emergency Operations Plan and be available for immediate response.
6. May be selected to receive training in a primary, secondary, or tertiary Incident Command System role to support department public health preparedness and emergency response efforts.
7. Assists with miscellaneous projects as directed.
QUALIFICATIONS & SKILLS REQUIRED:
Education: High school graduation or equivalent required. Some college level experience preferred.
Experience: Experience working with children of all ages, such as, a day care/pre-school, elementary, middle or high school setting.
Other Requirements: Possession of a valid Michigan Driver’s license. Must possess a reliable vehicle. Must successfully complete Michigan Department of Health and Human Services Hearing and Vision technician training programs. Must obtain clearance through the child abuse/neglect central registry of the MDHHS and a criminal history background check through ICHAT every two years.
Relevant Skills/Specialized Equipment Knowledge:
• Use of basic office equipment such as telephone, calculator, photocopier, fax, audio or video equipment, etc.
• Computer programs including word processing, spreadsheets, database entry and maintenance, financial applications, GIS/mapping, desktop publishing, and specialized software such as electronic medical records and other systems.
• Ability to exercise excellent customer service skills with individuals and families.
