Environmental Compliance Specialist I

The Environmental Compliance Specialist I is an entry-level position in the Scrap Tire Unit within the Waste Diversion Division of the Resource Management Program, Land and Materials Administration (LMA), Maryland Department of the Environment (MDE). The main purpose of this position is to provide technical assistance and determine the regulatory compliance status of scrap tire and other regulated facilities for the Resource Management Program throughout the State of Maryland. This position serves as a primary agency representative responsible for conducting inspections to identify and investigate scrap tire facilities and illegal scrap tire stockpiles statewide. The incumbent also conducts inspections of facilities for compliance with Maryland’s electronics registration, food residuals diversion, and paint stewardship laws. Working under close supervision, the incumbent assists with enforcing Maryland laws and regulations related to scrap tire management, solid waste, and water pollution control. This position is responsible for conducting inspections, investigations, and supporting enforcement activities throughout the State while providing technical, evaluative, consultative, and professional assistance to regulated entities, the public, private organizations, and State and local government agencies.

The incumbent investigates complaints related to illegal scrap tire dumping, scrap tire management issues at regulated facilities, electronic sales, food residuals diversion, and paint stewardship programs. The position requires documenting and describing a variety of waste materials under diverse field and weather conditions and performing duties in accordance with Division policies, standard operating procedures (SOPs), applicable laws, regulations, and permits. The incumbent must possess and maintain a valid Maryland driver’s license and use established program guidance and supervisory consultation to determine compliance. Inspection frequency, enforcement recommendations, and performance expectations are guided by SOPs, program requirements, and the number and type of facilities assigned within the incumbent’s geographic area.


 

The working conditions of this position may involve:

· Exposure to uncomfortable or unpleasant surroundings.

· Field inspections are conducted at illegal scrap tire dumps and licensed and unlicensed scrap tire facilities throughout the State or assigned area and in all weather conditions.

· Work involves exposure to hazardous conditions which may result in injury.

· Scrap tire sites can be busy places with heavy equipment and heavy truck traffic, which presents a physical danger to the inspector.

· Special physical demands such as lifting 50 pounds or more.

· The work may require moving heavy objects, including truck tires, using hand tools to investigate potential buried scrap tires, and walking long distances at illegal scrap tire stockpile sites under varying weather conditions.

· Work requires use of protective equipment such as goggles, gloves, mask, etc.

 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
