Summary
This position is located at the Youth Programs, Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Quality of Life (QOL) Programs (J9) is to provide the highest quality programs and services to the military community through self-sustainment across all QOL programs.

Duties
Major duties and responsibilities are summarized below.
Program Management
Indoor/Outdoor Environment
- Assists in ensuring space is available and adequate to meet all programming needs and is reflective of and inviting to program participants and spectators. Verifies the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YSF program. Coordinates the field maintenance.
- Assists in the preparation of the program space for scheduled activities and ensures all safety requirements are met prior to use of the area, to ensure recurring scheduled and/or immediate repairs and maintenance services are performed to meet both safety and program activity specifics.
- Assists with maintaining and securing the necessary supplies and equipment to support the programs and activities offered and ensures that all equipment and supplies are age-appropriate and in good condition. Assists in the inventory of supplies and equipment on a recurring basis and recommends replenishing those that are damaged, missing, or depleted. Reports any unsafe equipment and/or environmental discrepancy to supervisor and removes items if applicable. Assists with rescheduling or realigning any/all activities to ensure maximum safety and age appropriateness of venues offered.
- Assists in ensuring the YSF program is in compliance with all fire, safety and security rules and regulations.
Interactions and Relationships
- Assists in establishing a YSF program that sustains participant interest and promotes positive interactions between children, youth and adults.
- Assists in ensuring appropriate sportsman-like conduct is maintained, via behavior modeling by CYP employees, volunteer coaches and other adult participants (i.e., team parents and referees). Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
- Uses appropriate child and youth guidance techniques that encourages positive social interactions, promotes conflict resolution, and develops self-control, self-motivation and self-esteem.
- Interacts professionally with employees, parents, volunteers and local installation command personnel.
Personnel Management
- Supervises a staff of three or more.
Compliance
- Assists with implementation and support of policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards.
- Assists in ensuring compliance with law, policies, and regulations applicable to DoD CYP programs.
- Assists in obtaining and retaining DoD certification and accreditation.
- Assists with the development and provision of programs related to the core program areas outlined in the OPNAV and required by the DoN such as Boys and Girls Clubs of America (BGCA) or 4-H required programs.
Additional Responsibilities
- Assumes responsibilities and perform duties and requirements of the YSF Coordinator in his/her absence. Assists in preparation of grant applications for additional funding. Serves as a mandatory reporter to Family Advocacy and Child Protective Services.

- The incumbent is required to do considerable walking, standing, bending, stooping, and lifting up to 40 pounds.
- Position is subject to special inoculation and immunization requirements as a condition of employment for working with children.
- Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine.
- Must pass a pre-employment physical, provide evidence of immunization and be free from communicable disease.
- Satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI).
- Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state or National Accreditation institutions utilized as part of DoD’s Child and Youth Programs.
- Must be 18 years of age or older.

A minimum of a 2-year degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate is preferred AND 3 years of full time experience working with children and/or youth; OR experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs AND 3 years of full time experience working with children and/or youth.
Education
A minimum of a 2-year degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate is preferred AND 3 years of full-time experience working with children and/or youth.
OR
Experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs AND 3 years of full-time experience working with children and/or youth.
Note: If your degree has not been awarded and/or you possess certificates of completion for DoD approved competency-based training courses, and/or a valid CDA/MSA credential(s), you MUST also provide a copy of your HS Diploma or equivalent.
