GENERAL DESCRIPTION:  


 

This is a senior level position for the Department of Environmental Quality, Land Quality Division.  The position is responsible for coordinating mining and exploration operations as assigned by the District 2 Supervisor.  This coordination primarily includes reviewing permitting actions, reviewing annual reports, and conducting compliance inspections for the assigned operations, which could include both noncoal and coal sites.  The coordination may also include assisting with enforcement, bond release, and other similar tasks.  The position also actively provides support to other staff with their coordination tasks and to internal and external working groups.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.



 

  • Review applications and notifications for new or existing mining and exploration operations
  • Review annual reports, including associated reclamation cost estimates, for mining and exploration operations
  • Schedules and conducts compliance inspections at assigned mining and exploration operations and writes detailed reports for those inspections
  • Recommends appropriate enforcement actions, remedial actions, and penalty assessments when operations are found to be in violation of applicable requirements
  • Reviews bond release requests and conducts associated inspections
  • Provides expert guidance and technical support to other staff in District 2 and the other district offices
  • Clearly communicate complex technical analysis, issues, and recommendations both orally and written to other agency and division staff, the public, the regulated community, and other government agencies
  • Interact with the public in responding to general communications received by the District 2 office
  • Represent District 2 as needed at internal and external working group meetings, at other national and state meetings, and as an expert witness
  • Carries out other duties as assigned by the LQD Administrator or District 2 Supervisor.


 

 

Qualifications

 

 

 


PREFERENCES: 


 

Preference will be given to candidates with knowledge and experience in mining, exploration, and reclamation activities, as well as those who have familiarity with Land Quality Division statutes, regulations, and policies.

 

KNOWLEDGE:


 

  • Knowledge of state statutes, rules, and policies, particularly as they relate to the Land Quality Division
  • Knowledge of the permitting, regulation, and enforcement for mining and exploration operations
  • Knowledge of and experience in mining, exploration, and reclamation practices and procedures
  • Knowledge and ability to aid professional staff in a group in a group setting
  • Strong interpersonal skills and ability to develop and maintain partnerships
  • Strong written, verbal, and electronic communication skills with particular proficiency in explaining complex technical and/or regulatory issues and concerns to varied audiences
  • Knowledge in the application of scientific principles to effectively analyze complex problems and situations that potentially threaten the environment due to mining or exploration-related activities
  • Skill in organization and time-management, with attention to detail, and the ability to work simultaneously on multiple projects with various deadlines and objectives
  • Ability to use current word processing, spreadsheet, and geographic information systems software


 


MINIMUM QUALIFICATIONS:
 


 

Education:

Bachelor's Degree (typically in The Sciences)

 

Experience:

1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

 

OR

 

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

PHYSICAL WORKING CONDITIONS:


 

  • Participation in the various groups as Wyoming's representative may require extensive travel at times.
  • Ability to walk long distances outdoors on uneven ground to conduct inspections.
