Public Utilities Regulatory Analyst I (JC-519840) - Communications Division/ Carrier Oversight & Programs Branch/ Network Performance & Public Safety
Under the general direction of the Program and Project Supervisor within the Communications Division's Carrier Oversight and Programs Branch, in the Network Performance and Public Safety section, this analyst will fulfill the role of a program analyst with minimal supervision. The responsibilities associated with this position encompass conducting policy analysis, drafting resolutions, performing technical research, analyzing data, and providing advisory support for the California Public Utilities Commission's (Commission) initiatives pertaining to telecommunications service quality (SQ), Public Safety Power Shutoff (PSPS) events, and Resiliency Strategies. Furthermore, this analyst will actively participate in the communications service quality (SQ) and the Emergency Disaster Response (EDR) proceedings and the two (2) CPUC Decisions that relate to backup power requirements for wireline carriers and wireless providers to promote the delivery of high-quality utility services in California. This work is instrumental in supporting the Commission’s mission to ensure safe, reliable, and affordable communication services and infrastructure across the state.
To develop comprehensive recommendations for the assigned proceedings, aimed at proposing effective solutions to address any identified policy issues or gaps. Conducting thorough analyses of responses, drafting memos, and preparing detailed reports will be key components of this process. Additionally, it will be essential to work in conjunction with the legal team, Administrative Law Judges, and the offices of the Commissioner to facilitate resolutions and informed decisions. Coordination with federal, state, and local government teams regarding relevant policies and procedures will also be a critical aspect of this undertaking. Additionally, it provides technical and policy analysis to assist the Commission in its emergency response efforts concerning communications services. This analysis will examine the network impacts resulting from wildfires, natural disasters, Public Safety Power Shutoff (PSPS) events, social protests, and other significant occurrences.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California.
