The Project Manager I, Transit-Oriented Development (TOD) is responsible for managing small- to medium-sized joint development and planning projects on District property in accordance with RTD’s TOD policies and procedures. This role coordinates project activities from initiation through completion, including proposal review, tracking project budgets and contracts, and coordinating with internal teams, regional agencies, and external stakeholders. The Project Manager I, TOD will also facilitate stakeholder outreach, support TOD planning initiatives, and contribute to broader regional TOD strategies.

 

DUTIES & RESPONSIBILITIES:

 

ESSENTIAL:

 

Project Management

     * Manages small- to medium-sized projects from initiation through completion, including scope, schedule, budget, and implementation activities, with support from senior team members as needed.

     * Reviews unsolicited proposals and proposals from external agencies and partners and supports the evaluation of development opportunities.

     * Supports the Request for Proposal (RFP) process from development through award.

     * Ensures projects adhere to relevant federal, state, and local regulations, environmental policies, and funding requirements.

     * Monitors project milestones, tracks invoicing, and proactively identifies and resolves issues impacting project delivery.

     * Prepares reports and presentations to communicate project status and updates to leadership, funding agencies, and external stakeholders.

     * Collaborates with internal teams to align projects with greater RTD planning and service initiatives.

     * Oversees interns, guiding research and assignments, and providing feedback.

 

Planning and Program Support:

     * Conducts planning, research, and analysis related to assigned projects and program initiatives.

     * Analyzes trends, proposals, site conditions, and relevant data to support decision-making and project development.

     * Coordinates with internal and external stakeholders to align projects with agency goals, infrastructure, and service strategies.

     * Conducts research and analysis on industry trends and prepares analytical reports, presentations, and supporting documentation.

 

Stakeholder Collaboration:

     * Engages with stakeholders to ensure project transparency and collaboration.

     * Develops and implements stakeholder engagement strategies for projects and development opportunities.

     * Identifies funding opportunities to support grand development and administration.

     * Build relationships with government agencies, advocacy groups, and community organizations.

 

Functional Support:

     * Supports implementation of Transit-Oriented Development (TOD) policies, procedures, and program guidelines within assigned projects and initiatives.

     * Assists in maintaining TOD program tools, resources, and documentation.

     * Coordinates across internal departments to support alignment and implementation of TOD program priorities.

     * Supports tracking and coordination of TOD program activities and development opportunities.

     * Assists in preparing internal materials related to TOD initiatives and program updates.

 

OTHER:

QUALIFICATIONS:

 

Required Qualification:

     * Bachelor’s degree in Project Management, Public Administration, Business Administration, or a related field.

     * Minimum three (3) years of relevant experience.

     * Experience managing projects, contracts, budgets, and ensuring compliance with regulatory requirements.

 

Preferred Qualifications:

     * Master’s degree in a related field.

     * Prior experience working in a public agency or highly-regulated environment.

     * Proficiency with grant-style writing and basic knowledge of grant opportunities at the regional, state, and federal levels.

     * Experience with graphics/publication software (e.g., Adobe Photoshop, InDesign, Illustrator, ArcGIS), data visualization tools, transportation modeling tools, and Geographic Information System (GIS).

     * Experience in transportation, land use, and/or affordable housing development, including knowledge of housing finance, sustainability initiatives, air quality policies, and multimodal transportation strategies.

An equivalent combination of education, experience, knowledge, skills, and abilities.

 

Key Competencies & Characteristics:

     * Strong organizational skills with the ability to manage multiple projects, deadlines, and priorities simultaneously.

     * Understanding of transit, mobility, and/or land use principles.

     * Familiarity with regional/state/federal transportation policy and environmental compliance standards.

     * Strong communication skills, including the ability to communicate specialized information effectively through reports, presentations, and stakeholder engagement.

     * Strong time and workload management skills, including planning, organizing, and prioritizing assignments with attention to detail.

     * Ability to analyze data, assess challenges, develop strategic solutions, and implement improvements.

     * Ability to work independently and within a team in a dynamic environment.

     * Ability to work with government agencies, consultants, and the public.

Pay Range:

$84,407.00 - $119,224.25 Annual
