Job Description and Duties

The Los Angeles Regional Water Quality Control Board has an opening for a Senior Water Resource Control Engineer (WRCE) in the Municipal Permitting Unit. The position is located at 320 West 4th Street Suite 200, Los Angeles, California in the heart of downtown right across from the Metro subway station and other public transportation.

The Municipal Permitting Unit manages National Pollutant Discharge Elimination System (NPDES) permits and waste discharge requirements and water reclamation requirements (WDR/WRR) permits for publicly owned treatment works (POTWs). As wastewater treatment technologies continue to advance to support the need for clean water and facilitate recycling for potable reuse, the integration of new research, emerging technologies, and informed decision-making becomes increasingly important. You will play an active role in this vital process. The Senior WRCE is responsible for supervising staff in the Municipal Permitting Unit under the Watershed Regulatory Section. In this position, the Senior WRCE will:

  • Plan, organize, direct, review and coordinate the works of Municipal Permitting Unit staff engaged in the preparation of NPDES, WDR, and WRR permits for POTWs.
  • Review the reasonable potential analysis (RPA) calculations for establishing final effluent limitations and other permit requirements as well as submitted technical documents such as Title 22 Engineering Reports, Climate Change Plans, Quality Assurance Project Plans (QAPPs), Monitoring Reports and so on.
  • Participate in both internal and external technical meetings; make presentations regarding permit requirements before internal/external groups including the Los Angeles Water Board.
  • Prepare technical correspondence and reports; respond to public inquiries; prepare some formal enforcement letters.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
