The State of Rhode Island's Budget Office is hiring for an Assistant Director of Financial and Contract Management. The role is primarily responsible for the preparation and management of the State's capital budget.

General Statement of Duties
This role is responsible for the preparation, submittal, and management of the State’s capital budget and capital improvement plan.
Illustrative examples of work performed:
- Assisting in the preparation and presentation of the capital budget to the Governor and House and Senate Finance Committees.
- Supporting the preparation, submittal, and management of the State’s operating budget.
- Balancing competing needs across multiple agencies and policy areas within government.
- Overseeing long-range forecasting and revenue projections.
- Overseeing agencies’ financial administration including budgetary, expenditure control and financial planning.
- Supervising the preparation and review of departmental budgets for central accounting, expenditure control and budgetary reports.

Knowledge, Skills, and Capacities:
A thorough knowledge of current governmental accounting standards, principles, procedures and practices; a thorough knowledge of the principles, practices and procedures of program development and fiscal management; the ability to evaluate existing programs and to develop plans for their expansion, modification, or elimination; a thorough knowledge of the principles, practices and techniques involved in operating a financial reporting system; the ability to establish effective working relationships with other governmental agencies, departments, and with private vendors; a knowledge of information systems networking; the ability to utilize automated financial management, budget preparation, contract administration and grant management; and related capacities and abilities.
Education: Such as may have been gained through: Possession of a Bachelor’s Degree from a college of recognized standing with specialization in Accounting, Business Administration, or Finance; and
Experience: Such as may have been gained through: considerable employment in an increasingly responsible administrative position involving significant responsibility for governmental financial management and capital budgets.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
