Under the general supervision of a licensed engineer in the Flood Response and Service Request Section, this position plays a key role in supporting the oversight and maintenance of structurally flooded properties within Fairfax County. The position involves performing journey-level engineering duties, managing storm drainage work orders, and coordinating with internal and external stakeholders throughout the project lifecycle. Responsibilities include full work order management, contract negotiation, design coordination, and construction oversight for assigned flood mitigation projects. The incumbent participates in project planning, design reviews, and construction supervision to ensure timely, cost-effective, and code-compliant delivery of projects. The role requires the ability to resolve complex engineering challenges such as site constraints, material limitations, phased construction safety, and environmental considerations. Candidates must demonstrate sound engineering judgment, familiarity with civil and environmental design standards, and knowledge of applicable codes and regulations. Experience in hydrologic and hydraulic analysis, construction materials, and project coordination is preferred. The position may also include oversight responsibilities and collaboration with multidisciplinary teams. Description of Hazard(s): Risk with moving vehicles near worksites. Ability to operate computer, laptop/personal/hand-held, survey instruments and cameras. 

 

PHYSICAL REQUIREMENTS

  • Ability to communicate effectively, both orally and in writing.
  • Ability to lift up to 50 lbs. 
  • Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings and to review inspection of contractors.
  • Ability to operate keyboards and other input devices effectively for extended periods.
  • Ability to walk, hike, stand, stoop, bend, stretch, climb, sit, kneel, crouch, reach, go up and down steep hills, slopes, and steps, and otherwise traverse rough, icy, broken terrain and terrain along streams and channels at a sustained rate.
  • Ability to walk/traverse property sites that may be undergoing construction or having terrain that is not level.
  • Ability to work in hot and cold temperatures.
  • Physically and mentally able to use all applicable personal protective equipment in an outdoor environment including helmet/hard hat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirts.

 

Additional Work Schedule Requirements: May be required to work mandatory overtime to respond to emergency situations. In addition, assists and responds to weather related emergency events, such as snow removal operations and flooding events, during and after normal work hours. 

 

Required Qualifications: 

  • High School Diploma or GED 
  • Have a Valid Driver’s License 
  • Must be enrolled in (or have recently graduated within the past 5 years) an accredited college undergraduate or graduate program in Civil Engineering, Environmental Engineering, Landscape Architecture or a related field with an acceptable GPA.  
  • Must have completed relevant coursework in Hydraulics, Hydrology, Water Resources Engineering, Soil Mechanics, Geotechnical Engineering, Construction Materials, Construction Management, Reinforced Concrete Design, and/or Geographic Information Systems.

 

Note:  The appointee of this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

Note: This position may not exceed 900 hours per calendar year and is not eligible to earn leave or receive holiday pay. 

In 2027, all West Drive assignments will be permanently located at the new Water Resources and Infrastructure building, located at 6000 Freds Oak Road, Burke, VA 22015. Position may require traveling to multiple Fairfax County sites.

 

May 2026 - August 2026, may continue throughout the year not to exceed 900 hours in a calendar year.
