FLSA Exempt, Non-Union , Full Time 40 hours per week
FY26, Grade 10NU $54.1307- $57.6704 per hour for steps 1-3 (salary range exceeds hiring range)
A 5% stipend will be added for applicants with a masters degree in a related field.
General Summary: The purpose of this position is to perform professional, administrative, and supervisory work in overseeing and participating in the collection of all monies due the Town; the receipt, expenditure, and custody of municipal funds; the borrowing of money; the custody of tax title properties; oversight of third-party billing and collection programs including ambulance and School-Based Medicaid billing; and compliance with state and federal financial reporting requirements; all other related work as required.
Essential Job Functions: *
- Plans, directs, and supervises the work of the Treasurer/Collector’s Office; oversees the billing and collection of real estate, personal property, and excise taxes; liens; and other federal/state/municipal fees and charges; maintains records of accounts;
- Enforces the law in regard to delinquent tax accounts; prepares required forms and documents for tax taking; computes interest and posts abatements; handles preparation of municipal liens for banks and attorneys; responsible for tax titles, receipt of payments, discharge of tax titles, and foreclosure sales or related legal processes.
- Receives, takes charge of, and accounts for all monies belonging to the Town; serves as custodian of stabilization, pension, trust funds, and tax titles; monitors cash position and cash flow projections;
- Maintains custody of securities and investment portfolios; accounts for income; receives deposits; reconciles statements; transfers funds; pays bills; invests Town funds; oversees electronic funds transfers, online payment platforms, and related cybersecurity protocols.
- Coordinates with the Director of Finance on free cash certification, DOR reporting, and cash flow projections;
- Supervises payroll and employee benefits processing; prepares monthly, quarterly, and annual financial statements; assists with annual reports and budget preparation; advises Town leadership and officials;
- Performs related work as required.
Minimum Requirements: *
- Bachelor’s degree in accounting, finance, business administration, business management or related field;
- Five years of experience in accounting, banking, and/or general finance including two years of supervisory experience; or any equivalent combination of education and experience.
- Municipal finance experience is strongly preferred.
- Ability to be bonded.
- Certification as a Collector and Treasurer by the Massachusetts Collectors and Treasurers Association (MCTA) preferred; certification required within two (2) years of appointment.
- Familiarity with Tyler Technologies/Munis or comparable municipal financial management system preferred
Skills, Knowledge, & Abilities:
- Comprehensive knowledge of financial management principles and municipal finance laws, including GAAP, UMAS, and Massachusetts General Laws;
- Proficiency with financial systems such as Tyler Technologies/Munis or equivalent;
- Understanding of investment markets, electronic payment systems, cybersecurity protocols, and state/federal reporting requirements.
- Demonstrated ability to manage complex financial records, prepare budgets and reports, and effectively prioritize multiple tasks in a fast-paced environment.
- Strong communication and interpersonal skills with the ability to collaborate with officials, agencies, and the public.
- Highly organized, detail-oriented, and proficient in financial software and technology.
