The State of Connecticut, Department of Public Health (DPH), is seeking a qualified and motivated Health Program Supervisor within the Drinking Water State Revolving Fund (DWSRF) Program of the Environmental Health and Drinking Water Branch. The DWSRF Program provides low-interest financing to public water systems for infrastructure projects that improve drinking water quality, ensure regulatory compliance, and promote long-term sustainability.

The Role:
In this leadership role, you will oversee the DWSRF administrative program, including funding cycles, loan agreements, and regulatory reporting. You will supervise staff, coordinate with internal and external partners, and support process improvements to ensure efficient, compliant program operations.
Job duties include but are not limited to:
- Lead annual Call for Projects and manage application intake.
- Develop Intended Use Plans (IUPs) for annual DWSRF federal funding.
- Coordinate annual public hearing and prepare associated reports.
- Coordinate DPH contributions for the DWSRF Annual Report to the Governor.
- Support capital budget preparation, monitor bond allocations, and submit new funding requests.
- Oversee grant application preparation, expenditure tracking, and required compliance reporting.
- Provide guidance to staff and borrowers on administrative and financial requirements.
- Manage loan agreement execution from initiation through closing, ensuring timely completion.
- Collaborate with internal and external DWSRF partners to support program operations.
- Prepare and submit DWSRF reports in compliance with state and federal requirements.
- Monitor DWSRF project schedules, loan closing deadlines, and process amendments.
- Analyze performance data, audit findings, and program evaluations to drive process improvement.
- Perform related duties as assigned.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in a health organization.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the advanced working level in health care program administration, a health systems agency or other health care organization in at least one of the following areas:
- grant writing or monitoring;
- formal program planning, development, management or evaluation;
- program consultation.
NOTE:
- For state employees this experience is interpreted at the level of a Health Program Associate.
- A health care organization is defined as a large multi-dimensional agency with responsibility for developing health programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in health education, hospital administration, public administration or public health may be substituted for one (1) additional year of the General Experience.
- For state employees one (1) year as a Health Program Associate may substitute for the General and Special Experience.
