Civil Engineer - Infrastructure

Summary

A skilled and detail-oriented Civil Engineer to support the efficient and reliable operation of infrastructure and material handling systems critical to plant performance at the Cardinal Generating Station in Brilliant, Ohio. This role focuses on the design, upgrades, maintenance, and optimization of structural assets and bulk material handling systems—including conveyors, transfer points, roads, stacks, ductwork steel, roofs, storage facilities, and foundations. The engineer will play a key role in ensuring operational continuity, safety, and long-term infrastructure planning, while supporting the integration of new technologies and the upkeep of existing systems. Responsibilities also include coordination with cross-functional teams to ensure civil assets align with production goals and reliability standards.

Essential Duties and Responsibilities

  • Scope, plan, coordinate, and assist in managing the design, construction, and commissioning of new and modifications of plant systems.
  • Creates and updates drawings, system descriptions, and other design-basis documentation.
  • Assists in project management, modifications, and updates follow applicable design standards. This includes reviewing designs from outside engineering firms to ensure they are following these standards.
  • Supports the development and configuration of new installations and modifications/maintenance to existing plant systems.
  • Support the design, installation, and modification of material handling systems, ensuring alignment with operational requirements and long-term reliability goals.
  • Continuously assess plant conditions and workflows to identify opportunities for improvement, risk mitigation, and proactive maintenance planning. Support the process owner in integrating new automation technologies into existing plant infrastructure.
  • Develop preventative maintenance schedules for material handling equipment, plant structure, and other civil systems including long range planning of system overhauls and component replacement satisfying all reliability and compliance requirements.
  • Work with process owners to facilitate budgetarily based risk mitigation strategies for assigned equipment.
  • Support the development of and maintain an understanding of the impact of technical strategies and business decisions on the Cardinal Operating Company, its customers, and other organizational units, and provide input for these decisions.
  • Network throughout the organization, other companies, and regulatory agencies.
  • Create root cause analysis of equipment performance issues to determine corrective actions and make recommendations for resolution.
  • Maintain technical documents including equipment manuals, maintenance requirements, spare parts, and equipment specifications.
  • Implement Lean Manufacturing and continuous improvement practices to enhance plant efficiency and reliability. 
  • Performs a variety of routine and complex administrative, supervisory and technical work associated with the Cardinal solid waste landfill; and Fly Ash Reservoir II (FAR II) operations.
  • Supports all projects at the landfill and FAR II, including daily operations and ongoing closure-related activities.
  • Supports inspections required by Coal Combustion Residual (CCR) regulations and related programs. Completes required reports.
  • Supports inspections and analysis of equipment, operating and maintenance problems, determines root cause, implements improvements or corrective actions.
  • Gathers and transfers information, and data required by State and Federal regulatory agencies.
  • Assists in landfill surveying work.
  • Prepares plans and specifications for landfill and FAR II operations. Helps solicit proposals, prepare bid documents, negotiate and administer contracts for landfill, and FAR II projects.
  • All other job duties, as assigned.

Qualifications 

Education:

  • Bachelor’s degree in civil engineering, or a related field, in a program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET)* or the Association of Technology, Management, and Applied Engineering (ATMAE)*

License and Certification: Registration of a Professional Engineer (PE) in any U.S. State is encouraged and preferred.

Experience

  • Relevant on-the-job experience or education above and beyond that described above may be substituted for part of the experience and/or education requirement

  • Proficiency in Microsoft Office (Excel, Word, etc.)
  • Knowledge of structural analysis and design
  • Knowledge of foundation and concrete systems
  • Knowledge of site layout and grading
  • Knowledge of material handling systems
  • Knowledge of infrastructure inspection and maintenance planning
  • Ability to work in a team environment with a diverse work force.
  • Ability to make sound engineering decisions with minimal or no supervision.

Physical Requirements

While performing the duties of this job, the employee is frequently required to stand and walk; sit; work with hands and fingers; push, pull, reach, climb or balance; stoop, kneel, crouch, or crawl; communicate with others to exchange information; and hear.  The employee must have close visual acuity to analyze data, perform inspections, and view computer monitors; and occasionally lift and/or move up to 50 lbs.

Work Environment

This position could require working in extreme heat and cold both in inside and outside environments; environments containing fumes, odors, dust, gases, and high amounts of noise and vibration. Additionally, this position requires the ability to work in close quarters, narrow passageways, at heights, on grating, platforms and catwalks. Work outside normal business hours may be required.
