Fiscal Officer, Rural Health Transformation Program (Agency Budget Specialist II) - F/T Contractual

LOCATION OF POSITION

MDH State Office of Rural Health, Baltimore MD

Main Purpose of Job

The State Office of Rural Health (SORH) serves as a focal point and state clearinghouse for collection and dissemination of information regarding rural health care issues, research findings, and innovative  approaches to the delivery of health care in rural areas; provides coordination of rural health programming across the state to avoid redundancy and support coordination of efforts among public health and health care entities; and delivers technical assistance to rural-serving public and non-profit private entities to build capacity to access state and federal resources. Ultimately, as the state entity primarily responsible for rural health, SORH aims to support the Department, other state agencies, and rural Maryland communities to  improve the accessibility of quality health services throughout rural Maryland and positively impact the health of rural Marylanders.

SORH oversees and administers the newly established CMS-funded Rural Health Transformation Program (RHTP) for the state of Maryland.  The RHTP will improve the health of rural Marylanders by (1) strengthening the rural health workforce, (2) connecting rural Maryland to primary care, chronic disease management, specialty care, and behavioral health, and (3) addressing chronic disease with increased demand for and supply of nutritious food.

Under the direction of the RHTP Financial Manager, the RHTP Fiscal Officer position is responsible for conducting the on-going tasks of budget preparation, presentation, and execution, inclusive of governance and partner budgets in support of RHTP work efforts. 

This position is durational and will terminate at the end of the RHTP grant spending period (September 30, 2031), unless funding for this position ends sooner.

This position is eligible for Hybrid Telework.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in budget preparation, presentation and execution.

Notes: 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

This role will: (1) Conduct, manage, and monitor fiscal related tasks; (2) Collaborate with funding subrecipient partners to support RHTP fiscal requirements; and, (3) Ensure adherence and accountability to all fiscal guidelines, regulations, and timely reporting needs.

Desirable candidates should possess the following:

  • Proven knowledge and experience with fiscal management systems and processes.
  • Experience in provision of fiscal-related technical assistance and grant monitoring functions.
  • Proven ability to communicate fiscal processes and details, both verbally and in writing.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
