PROJECT MANAGER II

 

SUMMARY DESCRIPTION

The Project Manager II oversees and manages the planning, design, procurement, construction, and closeout of assigned capital improvement projects in the Washoe County School District. This position specializes in projects related to either design or construction. The Project Manager II coordinates all phases of project development through collaboration with district staff, consultants, contractors, and stakeholders to support effective implementation and ensure all project/contractual objectives and obligations have been achieved to provide cost effective, timely, and quality project outcomes.  

The Project Manager II is responsible for major projects that are larger in scope and complexity, involving differing project delivery methods. The Project Manager II acts in a supervisory role and provides training, supervision and consultation to the Project Manager I. The Project Manager II is the experienced level in the Project Manager series.

Incumbents are generally assigned to perform work with emphasis in either Design or Construction. Responsibilities may also require the incumbent to perform duties in both emphasized disciplines to complete projects requiring cross functional collaboration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Trains, supervises and evaluates the performance of assigned non-supervisory staff.
Manages complex major projects with differing project delivery methods including plan review, project administration, project management, and overall coordination from inception to completion and warranty.
Provides consultation and guidance to staff during project implementation.
Develops project execution plans for all assigned projects and manages the budgets allocated for each project.
Reviews project designs for completeness, constructability, quality and consistency with the District's standards and objectives within that project and particular scope of work.
Coordinates assigned projects with District departments, site personnel, and other internal stakeholders.
May perform other duties as assigned.
Remodel Additional Job Duties:

Create the scope, budget, and planning of projects requested by Departments and Sites. Manage the Design and Construction of those projects through completion.
Coordinates and is responsible for remodel budget, funding transfers, purchases, and expenses.
Coordinates and is responsible for remodel work order management. 
Fixtures, Furnishings and Equipment (FFE) Additional Job Duties:

Assist the Capital Projects and Purchasing departments on standards for materials and Fixtures, Furnishings, and Equipment (FFE).
Prepares comprehensive FFE list of materials for construction projects.
Prepares acquisition documentation and assists with acquisition of materials, equipment and FFE for projects.
Manages warehouse operations for project materials including receiving, storage and re-distribution to sites.
Maintains inventory of warehoused materials acquired by construction including but not limited to, flooring, windows, hardware, FFE, IT Equipment, etc.
Oversees installation of all FFE for assigned projects. 
When Assigned to Design:

Investigates the condition of existing school facilities and evaluates the building's ability to effectively deliver specific educational programs consistent with the District's current educational specifications.
Meets in committee with principals, teachers and department heads to study needs regarding program, space and systems requirements for assigned projects.
Reviews and verify school facility needs assessment reports, modernization plans, District facility master plans, and capital renewal allocation plans, etc. which outlines building facility needs and their associated costs and budgets necessary for the effective delivery of approved projects.
Secures proposals from consultants, including architects and engineers and other technical consultants for project planning and design services.
Prepares consultant agreements for review and approval necessary for a complete project.
Reviews and approves consultant pay applications
Oversees, coordinates, and manages the development of bid documents including all necessary plans and specifications.
Oversees, coordinates, and manages the bidding process as required by District Standards, Policy, and Procedures.
Oversees, coordinates, and manages the District, jurisdictional and other associated permitting required for all types of projects.
Coordinates planning and design efforts with all affected parties, including site personnel and school organizations, other District departments, outside organizations, regulatory agencies, consultants, contractors and communication agencies.
Maintains complete and accurate files of all planning and design documents, test reports, Board actions, contracts, and correspondence associated with each project.
Coordinates assigned projects with Design Lead, Architects, Engineers, and other technical consultants.
Attends and conducts design, pre-bid meetings, pre-construction meetings.
When Assigned to Construction:

Performs construction contract administration for assigned projects with outside contractors and vendors including, but not limited to, work zone management, changes, requests for information, supplemental instructions, directives, and other industry standards for construction.
Performs all measurement and payment management for construction including contractors, vendors, Design Teams, District purchased materials, etc.
Performs project inspection for quality assurance, control, and adherence to industry and District standards.
Assists with maintenance roofing repair program including roof inspection, project planning, leak detection, repairs, and inspection.
Performs project planning and construction management of various maintenance projects as assigned.
Conducts final project walk-through with appropriate persons to determine compliance with material quality, manufacturer, and District standards including quality assurance inspections prior to submitting a recommendation for approval of final payment.
Manages project warranty for standard warranty periods.
Attends pre-construction and Owner/Contractor meetings
 

QUALIFICATIONS

Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Education: Bachelor's degree from an accredited college or university in engineering, architecture or related field required.

AND

Experience: Four (4) years of experience working in a building design, maintenance and/or construction field performing project management responsibilities required.

OR

Experience: Six (6) years working experience in a building design, maintenance and/or construction field, with a minimum of four (4) years of experience as a project manager.

Licenses/Certificates:

Possession of, or ability to obtain, a valid State of Nevada driver license with a driving record acceptable to the District is required.
Nevada Professional registration in either engineering (PE) or Architecture preferred.
Professional Certification in project management is preferred.
