Director Of Human Resources

Are you an experienced HR professional who thrives in a hands-on, independent role? We are seeking a Director of Human Resources to lead and manage all HR functions for our organization. Strategic & Compliance Leadership

  • Annually review and recommend improvements to agency policies, procedures, and personnel practices
  • Maintain up-to-date knowledge of industry trends and employment legislation; ensure organizational compliance
  • Ensure compliance with all federal, state, and local employment laws and regulations
  • Consult with legal counsel, as needed or directed, on personnel matters

Compensation, Benefits & HR Systems

  • Assist executive leadership in the development and administration of wage and salary programs
  • Review employee benefits annually and conduct market comparisons to ensure strong offerings
  • Serve as the primary contact for all employee benefit contracts and vendors
  • Develop and maintain the Human Resources Information System (HRIS)

Employee Relations & Talent Management

  • Partner with department leaders to support personnel-related needs and decision-making
  • Oversee recruitment efforts, including job postings and advertising for open positions
  • Validate applicant credentials and qualifications
  • Coordinate and oversee new employee orientation and benefits education
  • Recommend, develop, and participate in staff development initiatives

Records, Reporting & Accreditation

  • Oversee the maintenance, analysis, and reporting of employee records
  • Ensure compliance with regulatory bodies, including WVDHHR, accreditation standards, and applicable laws

Communication & Organizational Support

  • Prepare and deliver presentations on HR policies and practices to staff and external stakeholders
  • Participate in committees, special projects, and agency initiatives
  • Promote a positive, supportive culture aligned with the organization’s mission

Performance & Quality Improvement

  • Actively participate in the Performance and Quality Improvement (PQI) process
  • Assist in developing outcomes, indicators, and targets
  • Support data collection, analysis, and reporting
  • Use data to improve practices, service delivery, and organizational outcomes

Qualifications

Certificates, Licenses, Registrations

  • PHR or SPHR certification, or ability to obtain within 12 months of hire
  • CPR and First Aid certification
  • Current, valid driver’s license

Education and/or Experience

  • Bachelor’s degree preferred, or Associate degree and 3–5 years of upper-level Human Resources experience
  • Experience in benefits and compensation administration
  • 3–5 years of supervisory experience
  • Combination of education and experience may be considered
  • Knowledge of the residential child care field is preferred
