This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
Under general direction of the Information Technology Manager (ITM) I, Chief, Enterprise Data and Analytics Services Unit (EDASU), the Information Technology Specialist (ITS) II, working in a senior or lead capacity, performs data engineering functions such as data administration, pipeline development, data architecture, and database development as well as providing systems administration functions on various data tools and platforms in cloud and on-premises environments. The ITS II works with minimal guidance on a wide variety of the most complex tasks to strategize, plan, advise, and develop data solutions; and mentors, leads, and reviews work of ITS I staff.
The ITS II performs duties within the Software Engineering, Systems Engineering and Information Technology Project Management domains.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience with general software development methods.
- Experience with various data analytics and database tools.
- Ability to work collaboratively with multi-discipline work groups, ideally to include experience with professional customers in healthcare settings.
- Ability to communicate effectively and provide data related consulting to both technical and business audiences.
- Ability to develop clear, accurate, and concise reports, correspondence, memorandums, and other types of written communication to document data related standards, requirements and decisions.
- Strong Azure Databricks administration and configuration experience especially regarding networking and access configurations in a highly secure environment
