Teen Court Manager
Working with some autonomy under the supervision of a Program Director, the purpose of this position is to perform complex and highly responsible administrative work in the Seventeenth Judicial Circuit’s Teen Court Program. Employees in this position assist in setting goals and objectives for the Teen Court Program, supervise and evaluate all Teen Court staff as approved by the Director, develop program budgets, make staff assignments, ensure the smooth daily operation of the program, develop and promote the program within the community, and other related duties as assigned by the Director.
This position routinely requires travel within the county and occasionally requires travel outside of the county. Evening Teen Court hearings require some work after normal work hours.
Specific Duties and Responsibilities
Essential Job Functions
Serves as the on-site administrator for all Teen Court locations;
Coordinates, prioritizes and develops methods to achieve established program goals and objectives;
Negotiates youth services contracts with community providers;
Develops program budget and manages expenses within the limitations established by the budget;
Maintains personnel records and payroll data for employees assigned to the program, and reviews and approves pay vouchers for staff and private contractors;
Utilizes an established database to maintain accurate and complete data for services provided to the community and provides the program director with monthly reports or at other intervals as required by the Director;
Analyzes program data to determine trends and to recommend improvement of the program;
Initiates memorandums, notices, directives and other necessary communication among staff and contractors;
Reviews contractor invoices and ensures that services have been provided prior to recommending approval for payment;
Establishes and maintains effective and positive communications with staff, judges, administrative superiors, external departments and entities, and the public;
Determines the need for materials and supplies and prepares purchase requisitions to be presented to the Director;
Develops and maintains standard operating procedures concerning program functions;
Conducts and/or coordinates training for new and temporary personnel;
Develops and assigns staff to effectively meet the needs of the program;
Develops and implements a plan to encourage both adult and teenage volunteers for the program.
Performs mediation in county funded programs as needed;
Performs related duties as directed.
Timeliness and attendance are essential functions of this position.
Minimum Training and Experience
Graduation from an accredited four year college or university with major coursework in education, psychology, counseling, sociology, criminal justice, or related field and five (5) years responsible administrative experience, or Master’s Degree in one of the above, or a related area, and three (3) years of responsible administrative experience, with the experience to include supervision of staff.
Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.
