Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking a purpose‑driven, proactive individual with a strong understanding of tax incentive programs to administer the Illinois Live Theater Tax Credit Program, housed within DCEO's Illinois Film Office (IFO).

Live theater and film productions generate more than $1 billion in annual economic impact across Illinois. The IFO is committed to expanding the number and quality of theater productions statewide.

In this role, the selected candidate will review incoming tax credit applications and collaborate with a variety of stakeholders to support program administration. We encourage qualified applicants to apply and contribute to the continued growth of this exciting industry in Illinois.

Essential Functions

  • Serves as a liaison between the theater industry and the Illinois Film Office (IFO), collaborating with local stakeholders on the Live Theater Tax Credit Program.
  • Assesses Live Theater Tax Credit applications in coordination with IFO staff and legal counsel to ensure accuracy and compliance.
  • Reviews, prepares, and submits quarterly and annual statutory reports for the Live Theater Tax Credit Program.
  • Oversees the maintenance, updates, and continuous improvement of the Live Theater Tax Credit application system and database.
  • Serves as a working supervisor.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties listed above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in a public or business organization.

Specialized Skills

  • Requires three (3) years of professional experience managing a statutory tax incentive program for the State of Illinois, including applying quality control standards, adhering to ethical standards, and overseeing effective compliance review processes to verify eligibility under a statutory tax credit program.
  • Requires three (3) years of professional experience conducting compliance activities that require advanced‑level skills in spreadsheet and data‑analysis software such as Microsoft Excel or similar programs.

Preferred Qualifications

  • Prefers three (3) years of professional experience managing a statutory tax incentive program for a public or private organization, including applying quality control standards, ethical standards, and overseeing effective compliance review processes for verifying eligibility under a statutory tax credit program.
  • Prefers three (3) years of professional experience conducting compliance activities requiring advanced‑level skills in spreadsheet and data‑analysis software such as Microsoft Excel or similar programs.
  • Prefers certification as a Certified Public Accountant (CPA).
  • Prefers a minimum of three (3) years of professional experience reviewing and certifying tax credit claims for a public or private organization.
  • Prefers a minimum of three (3) years of professional experience managing stakeholder communications related to an incentive program for a public or private organization.
  • Prefers three (3) years of experience supervising or managing staff (e.g., approving time off, assigning work, motivating staff, managing workload distribution, evaluating performance, and allocating resources to meet program goals).

Conditions of Employment

  • Requires the ability to travel in the performance of duties, including overnight stays as appropriate. 
  • Requires a valid driver's license.
  • Overtime is a condition of employment. You may be requested or required/mandated to work overtime, including scheduled, unscheduled, or last‑minute overtime. This may include evenings and weekends.
  • This position meets the requirements of Section 4A‑101 of the Illinois Governmental Ethics Act, requiring the employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State, which are available for public inspection. Employees required to file a Statement of Economic Interest must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, pursuant to Executive Order 15‑09. Fines and penalties apply for untimely filings.

Statement of Economic Interest

This position has been determined to meet the requirements of Section 4A‑101 of the Illinois Governmental Ethics Act, which mandates that the employee file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State. These filings are public records and may be examined or copied by the public.

Employees required to file a Statement of Economic Interest must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, pursuant to Executive Order 15‑09. Fines and penalties apply for late or incomplete filings.
