Developmental Construction Specialist
PROGRAM DESCRIPTION:
The Developmental Construction Specialist is an entry-level, field-focused role designed to develop future Project Managers through hands-on exposure to mechanical construction activities across pipelines, compressor stations, and gas processing facilities. This position provides direct field experience, technical oversight training, and exposure to Targa’s construction standards, safety culture, and contractor management practices. This position focuses on learning construction execution fundamentals by supporting experienced Project Managers, inspectors, and operations personnel.
JOB FUNCTIONS AND KEY RESPONSIBILITIES:
· Provide field-level support for construction activities on pipeline, compressor station, and gas plant projects.
· Observe and support installation of piping, valves, vessels, structural steel, rotating equipment, pigging facilities, and station appurtenances.
· Assist with verification that construction activities comply with Targa specifications, drawings, and applicable codes/standards (API, ASME, DOT, OSHA).
· Support quality verification efforts for welding, coating, NDE, hydrostatic testing, and mechanical completion activities.
· Work alongside and support third-party and company inspectors, gaining exposure to inspection hold points and QA/QC documentation.
· Assist in tracking construction progress, daily reports, quantities installed, and field issues.
· Observe contractor execution, participate in constructability reviews, and perform field walk-downs.
· Actively participate in field safety meetings, JSAs, toolbox talks, and site safety walks.
· Learn and reinforce compliance with safe work practices, including excavation, hot work, lifting, confined space, and energy isolation.
· Support MOC and PSSR documentation efforts under supervision.
· Assist with review of isometric drawings, plot plans, P&IDs, alignment sheets, and construction details.
· Assist with compiling bill of materials (BOM’s) and soliciting material quotes.
· Participate in developing scope of work (SOW) packages and soliciting contractor proposals for construction, survey, non-destructive testing (NDT), and inspection services.
· Support redline markups and turnover documentation (as-builts, test records, material traceability).
· Build foundational understanding of cost, schedule, scope control, and contractor management through field exposure.
· Seek feedback and mentorship from Project Managers, Construction Specialists, and Operations personnel.
Qualifications - External
MINIMUM ESSENTIAL QUALIFICATIONS:
· High school diploma or equivalent
· Valid driver’s license and acceptable driving record
· Willingness and ability to work primarily in the field in West Texas conditions
· Basic mechanical or construction knowledge (trade school, internship, construction labor, inspection, or similar experience)
· Ability to read and interpret basic construction drawings and specifications
· Proficiency with Microsoft Office (Word, Excel, Outlook)
PREFFERED QUALIFICATIONS:
· Associate degree or technical training in construction, mechanical technology, or a related field
· Prior experience or internship exposure to:
o Pipeline construction
o Compressor stations or gas processing facilities
o Welding, coating, or mechanical inspection activities
· Awareness of API, ASME, and/or DOT standards
