Dean Workforce Solutions and Continuing Education

SUMMARY STATEMENT

The primary responsibilities of this position are [1] to provide direction and management oversight to the non-credit curricula ensuring that program offerings are compatible with today's employment needs and the needs of community; [2] to provide direction to Life-Long Learning programs; [3] coordinate Business & Industry, and Workforce Development resources to meet the training needs of area and regional employers; create and direct new and value-added training opportunities for the department. Specifically, the Dean will oversee the following areas:

 

•         Allied Health

•         Barr Construction Institute

•         Business and Professional Development

•         Certification and Licensure

•         Information and Technology

•         Transportation

•         Trades

•         Customized Training programs

•         Youth Programs

 

ESSENTIAL DUTIES

Oversee the development of unit (subsidiary) plans for continuing education functions in the areas of the Barr Construction Institute, Business, Certification and Licensure, IT, Transportation, Lifelong Learning, Allied Health and College for Kids programs and HCC grant supported programs within the context of the College's Strategic Plan that will result in meeting institutional goals related to growth.

 

1.  Play an active role as a member of HCC’s Executive Leadership Team to investigate and develop new programs that will fulfill the personal enrichment, workforce development, or community educational needs of learners throughout the region.

 

2.  Oversee partnerships with regional business and industry to expand the College's ability to provide customized training programs.

 

3.  Develop and implement institutional effectiveness and continuous process improvement measures for the Barr Construction Institute, Business, Certification and Licensure, IT, Trades, Transportation, Lifelong Learning, Allied Health and College for Kids programs and grant supported programs.

 

4.  Develop programs and courses that are responsive to the workforce needs of the region. The academic institutes will include special features related to alternative delivery systems, "fast-to-market" industry needs, and accommodate the schedule of a working adult population.

 

5.  Oversee the development of learning outcome measures for courses and programs in the areas of Business, Certification and Licensure, IT, Trades, Transportation, Lifelong Learning, Allied Health and College for Kids programs and grant supported programs.

 

6.  Provide managerial oversight of grant programs to ensure compliance with federal, state, and college regulations and policies.

 

7.  Develop, propose, and monitor the annual budget for continuing education programs, working on a strict profit/loss model and ensuring that gross and net revenues goals and enrollment targets are met.

 

8.  Act as a representative of the College to external organizations and individuals, building and fostering relationships for the development of new partnerships to grow the Division.

 

9.  Play an active role as a member of the President’s leadership team, working closely with the other deans and vice presidents, to establish resource priorities and to contribute to the development of institutional plans (both annual and strategic) and budgets and related needs and outcome assessments.

 

10.   Implement continuing education and community services programs that make appropriate use of technology based recruitment and alternative instructional delivery systems, including distance education.

 

11.  Provide managerial oversite of non-credit grant programs to ensure compliance with federal, state, and college regulations and priorities.

 

12.  Provide strategic leadership, in collaboration with the Office of Academic Affairs, for the integration of credit and non-credit programs, ensuring aligned pathways, efficient use of institutional resources, and improved student progression from workforce training to academic credentials.

 

13.  Play an active role as a member of the Enrollment and Student Services Committee, contributing workforce program insight to advance institution-wide enrollment, retention, and student success initiatives.

 

14.  Play an active role as a member of Academic Council, contributing to discussions and decision-making related to divisional operations, academic and training scheduling, curricula, and both credit and non-credit programs and services.

EDUCATION AND EXPERIENCE

Master’s degree and 5 to 7 years administration/business experience and at least three (3) years of progressively responsible experience at the management/leadership level. The Dean must possess successful experience in working with the business community in developing training programs. This position also requires demonstrated experience in establishing goals, structures and processes necessary to provide a comprehensive Continuing Education program. Excellent communication skills are required along with documented leadership, coaching and teambuilding skills necessary to strengthen and cultivate staff and relationships within the business community. The position requires extensive entrepreneurial skills, including the ability to analyze marketing needs and develop a marketing strategy for Continuing Education. Knowledge of the demographics of the region and familiarity with Maryland Community College regulations is desired. 


SKILLS AND ABILITIES 

The Dean of Workforce Solutions and Continuing Education must have outstanding leadership qualities and possess a broad educational and service vision; strong supervisory and management skills; strong oral and written communication skills; competent to write grants and direct grant writing; ability to represent the college well in the community and the State; excellent interpersonal skills; and strong computer skills.
