The Right of Way & Utilities Division represents a collection of dedicated public servants from across 9 Districts and the Central Office who keep travelers moving safely through the Commonwealth of Virginia.
The Right of Way & Utilities Division, as a whole, employs over 180 individuals who all contribute to the acquisition of right of way, relocation of utilities, working with railroad companies, and managing property needed for right of way certification prior to a highway construction project.
Strong written and verbal communication skills, along with a focus on positive customer service are favored, together with the ability to work/act independently while also effectively collaborating with a team.
Job Description
Support Right of Way functions through a 12–18-month rotational learning program in preparation for a higher-level position. The program allows for specific training within the Right of Way and Utilities Division combined with rotations through other select Agency Divisions and Residency Offices. Our Right of Way Associate program allows an in-depth view of the processes and procedures of Right of Way and gives perspective into how the Agency functions, providing a unique and well-informed entry into the Right of Way Division.
How you will contribute:
- Learning: Identify hurdles to learning through immediate supervisor, as assigned, and to program coordinators.
- Right of Way Disciplines: Learn the Right of Way disciplines and associated body of knowledge (laws, policies and procedures). Acquire knowledge in property appraisal, negotiation, relocation, and legal obligations.

Minimum Qualifications:

- Frequent day travel; occasional overnight travel required

- Skilled with personal computers, associated systems, particularly Microsoft Office and financial management software.
- Valid driver's license.
Additional Considerations:
- A combination of training, experience, or education in Property Management, Land Acquisition or related field desired.
- Experience giving presentations.
- Knowledge of legal terms relating to real property.
- Knowledge of real estate transaction process.
