The County of Los Angeles has declared a local state of emergency on homelessness and is expanding its response to support those in need. We are seeking experienced and passionate Senior Application Developers to help build and lead technology solutions addressing housing, mental health, and substance use challenges.

As a Senior Application Developer, you will lead the design, development, and implementation of complex enterprise applications that support homelessness services. You will play a key role in system architecture, integration, and project leadership.
Key Responsibilities
- Design, code, test, and maintain complex application systems and interfaces
- Lead development of system architecture, integration, and implementation plans
- Develop technical specifications and oversee system enhancements
- Perform and oversee unit, integration, and quality assurance testing
- Lead troubleshooting and resolution of complex application issues
- Develop and enforce development standards and methodologies
- Prepare and review technical documentation and user materials
- Monitor vendor performance and ensure project delivery
- Lead or support application project teams
- Support database management and data integration (ETL processes)
Minimum Qualifications
You must meet one of the following:
Option I:
- 2 years of recent experience (within last 3 years) equivalent to Application Developer II
- Including 1 year working with enterprise-scale systems
Option II:
- 5 years of recent experience (within last 6 years) in application development
- Including 1 year working with enterprise-scale systems
Desirable Qualifications
- Experience with homelessness services systems (e.g., HMIS, LA-HOP, RMS, UHA)
- Experience in public sector or nonprofit organizations
- Experience with enterprise or SaaS platforms
- Strong web development experience with: ASP.NET, C#, VB.NET, HTML/CSS, JavaScript
- Python experience for cloud-based application development
- Experience integrating Homeless Management Information Systems (HMIS)
- Experience providing virtual technical assistance
