The Idaho Department of Health & Welfare’s Division of Management Services, Bureau of Compliance, is looking for an experienced and motivated Grants/Contracts Officer to join our Contracts and Procurement Services (CAPS) team in downtown Boise.
This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:
- Work within a centralized team that partners across the department
- Handle advanced and complex assignments with independence and good judgment
- Guide programs on the appropriate procurement path
- Develop subgrants and contracts
- Evaluate and report on subgrant/contract performance
- Analyze and explain legal, risk, and business considerations
- Develop, post, and evaluate solicitations
- Perform related work to support efficient and compliant operations
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.
- Experience developing grants or contracts including identifying goals and timetables and determining program needs and funding. Typically requires at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions OR at least one year of experience providing technical assistance in all aspects of grant or contract development.
- Experience monitoring and evaluating grant or contract activities and expenditures. Typically requires at least one year of experience monitoring and evaluating grant or contract activities for compliance with grant or contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities OR at least one year of experience evaluating requests for proposals (RFPs), recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance OR providing technical assistance in all three areas (grants, contracts, and proposals).
- Experience interpreting laws, regulations, and policies and advising on their requirements. Typically requires at least one year of experience interpreting and applying laws, reviewing information or documents for compliance with laws and regulations or explaining to others how laws and regulations apply to specific situations.
- Experience evaluating statistical and financial information and developing reports of findings. Typically requires at least one year of experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Experience collaborating with contract administrators, managers, monitors and company leadership in developing outcome-based service contracts. Typically gained by at least one year of related experience.
- Experience researching, composing, and editing technical and/or legal documents. Typically gained by at least one year of related experience.
