Income Taxes Specialist (Departmental Specialist 14)

This role serves as the department-wide subject matter expert for all income tax areas, including Corporate Income Tax, Individual Income Tax, Withholding, and City Income Taxes. The position provides policy expertise across all Treasury bureaus and divisions, as well as to the executive office and external stakeholders.

Key Responsibilities

  • Act as the Department’s technical authority on income tax policy, forms, and system development.
  • Develop policy papers, position statements, and technical guidance for both internal and public use.
  • Support litigation efforts in collaboration with the Attorney General’s Office.
  • Provide technical assistance to the bureau’s legal staff and respond to complex inquiries from tax professionals.
  • Represent the Department in Small Claims hearings.
  • Conduct technical review and analysis of legislative proposals affecting income tax administration.
  • Serve as the Department’s representative to the Multistate Tax Commission.
  • Coordinate departmental programs and procedures in response to new laws and legislative initiatives.

Education
Possession of a bachelor's degree in any major.
 

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Note: A position is considered professional if the job requires a bachelor's degree. Qualifying ‘professional experience’ is only taken into consideration post-bachelor’s degree.

 

Alternate Education and Experience

Equivalent combinations of nonprofessional experience, identified by the appointing authority and approved by Civil Service that are represented by subclass codes, will be accepted for classified, professional experience equivalent to the P11-level and above. The nonprofessional experience must be related to departmental programs and services that provide the required knowledge, skills, and abilities.

Certain positions may be assigned subclass codes and individuals appointed must possess the required specialized experience.
