Job Summary
The Assistant Project Manager (APM) supports the successful planning, execution, and closeout of civil construction projects. This role provides operational, administrative, and technical support to Project Managers and field teams, working closely with clients, subcontractors, engineers, and internal departments to maintain compliance, monitor budgets and schedules, and ensure the delivery of safe, timely, and cost-effective projects.
The APM role is structured into two levels reflecting increasing responsibility, independence, and formal education requirements. APM I provides foundational project support under direct supervision. APM II applies specialized construction knowledge with greater independence and serves as a stepping stone to Project Manager.

Duties
Both Levels — Core Responsibilities
Project Planning & Coordination
- Assist in the development of project schedules, budgets, scopes, and work plans.
- Support project planning activities including vendor procurement, subcontractor coordination, and permitting.
- Help manage the preparation and tracking of submittals, RFIs, change orders, and material orders.
- Attend project meetings and record meeting minutes, tracking action items to resolution.
Cost Management & Reporting
- Assist with quantity tracking, progress reporting, and project cost controls.
- Review and code daily field reports, timecards, and equipment logs in HeavyJob (HCSS).
- Support monthly project cost reviews, job profitability analysis, and client invoicing.
- Support the estimating function by providing field productivity data and historical cost references.
Safety & Compliance
- Conduct job site visits to assist in monitoring progress, quality, and safety compliance.
- Reinforce Quanta Services' safety culture; participate in safety meetings, audits, and incident reviews.
- Ensure compliance with safety protocols, quality standards, company policies, and regulatory requirements.
- Maintain project documentation including QA/QC records, inspection reports, and as-built drawings.
Communication & Coordination
- Coordinate internal communications between estimating, field, and management teams.
- Help prepare and distribute weekly and monthly status updates to clients and stakeholders.
- Maintain organized, accessible project files and documentation per Flare standards.
Project Closeout
- Support the closeout process including punch list completion, documentation, and client turnover.
- Learn and use project management software including Microsoft Project, Bluebeam, and HCSS.
Division-Specific — Civil
- Support coordination with Civil Superintendents and Foremen on daily field execution, schedule adherence, and quality standards across transmission line ROW, substation civil, pad construction, and related infrastructure scopes.
- Assist with SWPPP compliance documentation and tracking of environmental permit conditions across civil project sites.
- Maintain QA/QC records, compaction test results, and inspection documentation.
- Support estimating for powerline right-of-way grading, substation site development, and site remediation projects.
APM I — ADDITIONAL FOCUS
APM I works under direct supervision of a Project Manager or APM II, building foundational skills in construction coordination, documentation, and field operations.
- Work under direct supervision of a Project Manager or APM II, supporting day-to-day project coordination tasks.
- Develop foundational knowledge of construction sequencing, contract documents, and field operations.
- Assist with basic cost tracking, schedule monitoring, and material delivery coordination.
- Build working relationships with field personnel, subcontractors, and internal teams.
APM II — ADDITIONAL FOCUS
APM II applies specialized construction knowledge with increasing independence, supports junior staff, and coordinates directly with engineers, clients, and regulatory agencies.
- Apply specialized knowledge in construction project controls, cost forecasting, and regulatory compliance with increasing independence.
- Interpret complex construction documents, engineering plans, and technical specifications to support project execution.
- Coordinate directly with licensed engineers, regulatory agencies, and clients on technical matters.
- Lead preparation of detailed budget variance analysis, financial forecasting, and progress reporting.
- Provide guidance and support to APM I staff and project coordinators.
- Assist in risk identification and propose mitigation strategies based on construction industry expertise.
- Assist in coordinating project activities, ensuring alignment with project schedules, budgets, and specifications.
- Support project managers in developing and maintaining detailed project schedules using Primavera P6 or similar construction management software.
- Review blueprints, schematics, and construction drawings to verify accuracy and facilitate smooth on-site execution.
- Monitor construction site activities to ensure compliance with safety standards, quality control procedures, and contractual obligations.
- Collaborate with subcontractors, suppliers, and internal teams to streamline communication and resolve issues promptly.
- Prepare progress reports, update project documentation using tools like ProCore and Bluebeam, and track project milestones.
- Assist in managing contracts, change orders, and procurement processes while maintaining meticulous records for accountability.
Requirements
Both Levels
- Strong organizational and time management skills with the ability to handle multiple concurrent tasks.
- Effective verbal and written communication, including technical reporting to clients and stakeholders.
- Ability to build positive working relationships with field and office personnel.
- Eagerness to learn project management tools, construction industry practices, and company systems.
- Spanish language proficiency preferred.
APM II — Additional Competencies
- Working knowledge of construction project controls including scheduling, cost tracking, and budget forecasting.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Familiarity with construction delivery methods (lump sum, unit price, cost-plus) and associated contractual risks.
- Proficiency or demonstrated ability with construction management software (Microsoft Project, Bluebeam, HCSS).
- Proven experience in construction site management or as an assistant project manager within civil construction projects.
- Strong knowledge of construction estimating, project scheduling (Primavera P6), and construction management software such as ProCore or Bluebeam.
- Familiarity with civil engineering design tools like Civil 3D and schematic reading skills for interpreting technical drawings.
- Hands-on experience with heavy bid processes, contract administration, and blueprint review.
- Excellent time management skills with the ability to prioritize tasks effectively across multiple projects.
- Demonstrated ability to coordinate teams on-site while ensuring adherence to safety protocols and quality standards.

Qualifications
APM I
- 0–3 years in construction, utility project support, or a related field.
- Active enrollment in or completion of a bachelor's degree in Construction Management, Civil Engineering, or a related field preferred; comparable field experience accepted.
- Internship or co-op experience in project coordination is a plus.
- Familiarity with civil construction documents, grading plans, or site development a plus.
APM II
- 2–5 years of progressive civil construction or project coordination experience.
- Demonstrated ability to manage project documentation, cost controls, and client coordination with increasing independence.
- Familiarity with transmission line ROW, substation civil, SWPPP compliance, or data center infrastructure construction.
- HeavyBid estimating experience or exposure to civil construction estimating processes.
Education & Certifications
APM I
- Education: Active enrollment in or completion of a bachelor's degree in Construction Management, Civil Engineering, or a related field preferred. Comparable field experience accepted.
- Certifications: OSHA 10-Hour required or completed within 90 days of hire. Valid driver's license required.
APM II
- Education: Bachelor's degree in Construction Management, Civil Engineering, or a closely related field required.
- Certifications: OSHA 10-Hour required; OSHA 30 preferred. Valid driver's license required.
