Senior Economic Development Officer

Role Description

The Baltimore Development Corporation (BDC) is seeking a Senior Economic Development Officer to support initiatives that strengthen Baltimore’s business ecosystem and promote equitable growth. This position works directly with small businesses, entrepreneurs, and community stakeholders to deliver programs that support business retention, growth, and community wealth-building.

As the economic development agency for the City of Baltimore, BDC is committed to growing the city's economy in an inclusive manner and supporting neighborhoods negatively impacted by institutional racism or generational poverty.

 

 

Responsibilities

Community Engagement: Build and sustain trusted relationships with diverse business communities and represent BDC at public events and community meetings.

Technical Assistance: Serve as a primary point of contact for business support, providing culturally competent advising on financial literacy, management, and growth strategies.

Real Estate & Transition Support: Assist business owners with commercial lease reviews and negotiations, while facilitating succession planning or employee ownership conversions.

Program Management: Support the administration of grant and incentive programs, such as Facade Improvement Grants (FIG), and assist with loan intake processes.

Data & Reporting: Maintain records of business interactions, conduct surveys, and contribute to performance dashboards and impact reports.

Crisis Response: Coordinate rapid response support and disaster assistance for businesses following economic disruptions.

 

 

Qualifications

Education: Bachelor’s degree in Business Administration, Economic Development, Urban Planning, or a related field

Experience: Minimum 4–5 years of experience in economic development, small business support, or community development.

 

Skills: * Spanish language proficiency is highly preferred.

  • Strong project management and interpersonal skills.
  • Foundational understanding of commercial real estate and small business financial statements.
  • Proficiency with Microsoft Office Suite and database management.

 

Commitment: Demonstrated cultural competency and commitment to equitable economic development.

 

Work Environment & Physical Requirements

Location: This is a strictly in-person position in Baltimore; no remote applicants will be considered.

 

Schedule: Standard 37.5-hour work week (Monday–Friday, 8:30 am – 5:00 pm), with occasional evenings or weekends for meetings

Travel: Regular travel within the Baltimore metropolitan area for stakeholder meetings

Physical: Ability to sit/stand for extended periods and occasionally lift up to 20 pounds.

Salary & Benefits

Salary Range: $75,000–$90,000 (commensurate with experience).
