GENERAL STATEMENT OF DUTIES:
This managerial position performs complex administrative work to oversee the listing and appraising of real and personal property, and the collection of current and delinquent property taxes for Burke County and certain municipalities within its boundaries. This position also ensures that the duties and functions of this position are compliant with the statutory positions of the Burke County Assessor and Tax Collector as prescribed under the Machinery Act of North Carolina.
SUPERVISORY RESPONSIBILITIES:
This position supervises professional, technical, and clerical staff and requires the following supervisory responsibilities:
- Organizes and oversees Tax Department personnel decisions such as hiring, terminations, promotions, demotions, performance management, and professional development.
- Conducts Tax Department personnel performance evaluations that are timely and constructive
- Plans and directs the working schedules and duties performed by the Tax department staff.
DUTIES AND RESPONSIBILITIES:
To successfully perform this position, an individual must be able to perform the following:
- Directs, leads, and provides strategic oversight to the Tax department regarding the evaluation and revaluation of real and personal property, the listing and preparation of tax bills, and the collection of tax payments from businesses and citizens of Burke County.
- Administers the tax laws governing Burke County in an equitable and effective manner while instilling the highest degree of public confidence and integrity
- Coordinates and supervises County mass revaluations per NCGS, and prepares the Uniform Schedule of values, rules and schedules for revaluation.
- Oversees the collection of property taxes and delinquent property taxes, approves tax exemptions and provides oversight in the garnishment and foreclosure processes.
- Interacts with and assists the general public via telephone, email, or in person to provide support, information, and assistance with documents or systems maintained by, or recorded in, the Tax Department, including the valuation of property and tax bills
- Prepares and presents professional and detailed reports to the Burke County Board of Commissioners regarding collection reports, revaluation procedures, and revenue projections.
- Coordinates with software vendors to print bills, maintains the Computer Assisted Mass Appraisal ("CAMA") system, and ensures a fair evaluation of property values and taxes
- Develops and oversees the departmental budget, including forecasting of future operational needs, monitoring expenses, and ensuring department compliance within the annual operating budget.
- Coordinates with tax offices across the state
- Maintains necessary licenses and certifications through courses, trainings, and continuing education; ensures that Tax Department personnel maintain their necessary licenses and certifications
- Performs other duties as required or assigned
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor’s degree in business administration, public administration, Geographic Information Systems ("GIS"), accounting or another related field.
- At least five (5) years of experience in tax listings and appraisals of land and person property, developing the necessary knowledge and skill required for this position
SPECIAL REQUIREMENTS (UPON HIRE, UNLESS OTHERWISE INDICATED):
- Valid North Carolina Driver's License
- North Carolina Property Mapper Certification (within 1 year of hire)
- Certified Real Estate Appraiser (within 1 year of hire)
- Certified Personal Property Appraiser (within 1 year of hire)
- Certified Professional Assessor (within 2 or more years of hire)
- Certified Tax Collector (within 2 or more years of hire)
PHYSICAL REQUIREMENTS, WORKING CONDITIONS, AND OCCUPATIONAL EXPOSURES:
- Standard vision requirements, with or without corrective lenses
- Occasionally spends time standing, walking, reaching with hands and arms, and pushing or pulling
- Routinely lifts up to twenty-five (25) pounds
- Routinely spends time sitting
- Frequently lifts up to ten (10) pounds
- Frequently spends time speaking or hearing and using hands or fingers to handle, feel, type, or text
- Occasional exposure to some disagreeable elements (i.e., dust, heat, fumes, cold, or noise)
- Subjected to considerable mental effort and potential stressful situations during day to day operations

- Ability to set policies and goals for the Tax Department
- Excellent verbal and written communication and interpersonal skills
