Section 8 Inspector
General Description
The Community Development Authority (CDA) is hiring a Section 8 Housing Inspector to provide technical and administrative assisted rent services to individuals and families in subsidized housing to ensure they are living in decent, safe and sanitary housing. The work includes:
- Scheduling and performing physical inspections of units in accordance with current U.S. Department of Housing and Urban Development (HUD) regulated inspection protocol.
- Certifying all units subsidized under the Section 8 Housing Choice Voucher Program meet the requirements set forth by HUD regulations and guidelines as well as CDA policies and procedures.
- Researching market rates for rent and determining if participating housing providers are charging reasonable rent levels in comparison to similar, unassisted units in the market.
- Working with other CDA personnel to coordinate essential agency functions in addition to various community agencies and partnerships.
As a member of the Housing Operations Client Services team, the work is performed in a professional, confidential and non-judgmental manner under the supervision of the Section 8 Housing Assistance Supervisor and is reviewed in progress and upon completion.

Examples of Duties and Responsibilities
Conduct HUD certified inspections
- Conduct physical initial, annual and special inspections and re-inspections of Housing Choice Voucher units/proposed units
- Document findings of inspections on mobile tablet device
- Communicate failed inspection results to property owners/managers and follow up as prescribed by HUD regulation/CDA Administrative Plan
Administrative Duties
- Schedule bi-annual, new and special inspections by mail, email and phone
- Respond to emails, phone calls and inquiries in a timely manner
- Complete Rent Reasonableness examinations for all requested rent increases submitted by property owners/managers
- Implement new procedures and processes as required under the direction of the Section 8 Supervisor
Other Administrative Duties/Customer Service and Ongoing Support
- Participate in Section Eight Management Assessment Program (SEMAP) reviews, HUD reviews, and annual City audit
- Attend Section 8 and Client Services team meetings. Attend CDA and DPCED meetings
- Participate in CDA activities and performance improvement initiatives as needed.
Perform related work as required.
Minimum Qualifications
Two (2) years of experience applying basic property maintenance and construction principles, practices and terminology, including familiarity with plumbing, electrical, and HVAC systems in residential settings, and standard and electronic recordkeeping procedures.
OR
One (1) year of related property maintenance and/or inspection type experience which involved some recordkeeping responsibility.

Special Requirements
Possession of a valid driver's license.
Must obtain industry standard certification/obtain passing score on examination in current HUD approved Housing Choice Voucher Inspection before completing probation (within six (6) months of hire), absent extenuating circumstances.
Physical Requirements:
- Ability to physically inspect units located on different floors, with or without an elevator accessible
- Ability to climb, reach, kneel, stoop, bend and access confined spaces
- Ability to safely traverse over uneven and slippery surfaces
- Adequate sensory and visual acuity to detect typical defects and deficiencies during inspections
- Ability to perform inspections inside and outside, including in adverse weather conditions
- Ability to work at a sit/stand desk using standard office equipment
- Ability to experience repetitive motion of the hand/wrist when using a computer
