Utility Engineering Specialist 1

Duties Description

The Utility Engineering Specialist 1, Grade 18, will work in the Resilience section of the Office of Resilience, Utility Security, Nuclear Affairs, and Emergency Preparedness (OREP) and will perform duties that include, but are not limited to: 

  • Assisting in the thorough and accurate review of capital improvement budgets and Operations & Maintenance (O&M) programs. 
  • Participating in the monitoring and tracking of actual spending versus planned capital and O&M budgets, including identifying reasons for variance. 
  • Assisting in analyzing, investigating, and evaluating of reliability for annual utility filings and customer complaints. 
  • Representing the Department and participating in site visits in coordination with supervisors in a professional manner and developing good working relationships with companies.
  • Assisting in analyzing, investigating, and evaluating resilience and reliability initiatives. 
  • Monitoring utilities’ vegetation management program to evaluate compliance with electric reliability requirements and safety standards; position requires documentation review, coordination with utility personnel, and up to 20% travel for field assessments.
  • Assisting with the investigation of incidents and customer complaint issues based on internal or external requests and taking part in monitoring and tracking the implementation of investigation recommendations.

Additional Comments:
The above salary range reflects the Geographic Pay Differential of $10,000.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

This position will require at least 20% travel which requires possession of a valid driver’s license.
