Supervisor for the Cap-and-Invest Program Market Monitoring Section

The Cap-and-Invest Program is seeking an Air Resources Supervisor I to lead its Market Monitoring Section, which, in coordination with partner jurisdictions and contractors, oversees the Cap-and-Invest Program market to ensure that it operates successfully. The Market Monitoring Section is a highly skilled team that conducts market surveillance and analysis to ensure the market is free of fraud, abuse, and disruptive activity; registers market participants; provides compliance support to covered entities; develops regular public reports about the market; investigates potential violations of the Cap-and-Invest Regulation; and enforces regulatory requirements.

 

The successful candidate will demonstrate experience with regulatory oversight, an understanding of market dynamics, familiarity with rulemaking processes, and an ability to apply economic and scientific principles. The successful candidate will direct, review, and manage the work of skilled team members, including the development and evaluation of tools to monitor market participants, the publication of periodic reports and outreach materials related to overseeing and understanding the market, and the investigation and enforcement of market rule violations. The supervisor of the Market Monitoring Section coordinates with other CARB programs, jurisdictions with linked programs, other State and federal agencies, and external organizations as appropriate to implement the Cap-and-Invest Program and monitor related markets. The successful candidate will also work with senior management to develop and assess potential regulatory amendments, to support improvements to registry and auction infrastructure improvements, and to conduct public outreach related to implementing the Cap-and-Invest Program.
