Health Services Clerk/Phlebotomy Support
HEALTH SERVICES CLERK-PHLEBOTOMY SUPPORT
Purpose of Job
The purpose of this position is to provide clerical and administrative support for assigned clinics within the Knox County Health Department. In addition, the position serves as a trained backup in the laboratory, performing specimen collection and routine lab duties as needed.
Essential Functions:
- Provide front-desk reception and customer service, including greeting clients, identifying their service needs, and offering accurate information.
- Answers telephone and provide accurate, up-to-date information to callers and refer callers to other agencies or departments when necessary.
- Manage client registration and documentation, including collecting required demographic insurance, and service-related information and entering it accurately into the electronic health record (EHR).
- Coordinate client flow and appointment management including check-in, check-out, posting charges, scheduling, canceling appointments and completing appointment reminder calls.
- Support referral processes by assisting clients with internal and external referrals to appropriate programs, services and partner providers.
- Perform daily cash handling and reporting, including printing receipts, preparing daily cash drawer reports, reconciling cash and checks, and submitting all required documentation to the Accounting Department.
- Perform specimen collection procedures, including venipuncture and finger-stick techniques; determine appropriate draw sites; perform proper use of collection devices for blood withdrawal; and complete accurate processing, labeling, and safe shipment of specimens in accordance with standard guidelines.
- Maintain daily laboratory operations by ensuring a clean, orderly, and safe work environment: monitoring supply inventory, tracking usage, and ordering or restocking materials as needed.
- Provide patient-centered laboratory services, including explaining procedures, addressing patient questions or concerns, obtaining necessary information for lab records, and accurately entering data into the EHR and other required documentation.
Required Qualifications:
- Education: High School diploma or GED
- Certifications (Required After Hire): Must obtain and maintain a nationally recognized phlebotomy certification within 12 months of hire; Basic Life Support (BLS) certification required
- Experience: One-year related experience
- Preferences: Phlebotomy experience preferred

- Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.

- Background check will be conducted prior to hire.

- Basic knowledge of Public Health
Key Skills:
- Proficient in Windows OS, Microsoft Office, and electronic health records systems
- Basic understanding of computers, printers and other office equipment
- Ability to focus and demonstrate great attention to detail

- Excellent interpersonal skills with the ability to build rapport with patients and team
- Ability to interact respectfully and professionally with all patients, partners and staff
Abilities:
- This position requires the ability to engage in occasional light physical activity.
Additional Job Functions:
- Occasional after hours/evening/weekend work may be necessary.
- Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office
- Ensure regular, punctual attendance during scheduled work hours
- Perform other duties as required
Occupational Hazards:
- Possible exposure to infectious diseases and blood borne pathogens. Adherence to established safety protocols and the proper use of required personal protective equipment (PPE) are essential to minimize the risk of injury.
Working Conditions:
- Work is primarily conducted in a clinical environment.
