The Idaho Department of Health and Welfare's Division of Medicaid, Bureau of Care Management, is excited to announce an opportunity for a compassionate, motivated, and innovative team member to join us as a Program Specialist. This position will be full time in the office for the first six months, one day a week working remotely may be available upon successful completion of probation. This position is located in downtown Boise.
The Bureau of Care Management is a supportive, dynamic team looking for applicants with a passion to support Idaho citizens, desire to improve systems, and excited to learn about federal and state healthcare systems. A successful candidate will be a solution-oriented critical thinker, tactful negotiator, and a skilled communicator both verbally and written. Experience with developing contracts and agreements, healthcare policy research and analysis are extremely beneficial.
The Bureau of Care Management oversees most of the division's managed care and service contracts and service delivery programs such as: independent assessments, dental, vision and non-emergency medical transportation (NEMT). The overarching goal of this bureau is to ensure managed care and service organizations provide quality contracted services to participants and providers.
This position is not eligible for telework.

EXAMPLE OF DUTIES:
- Serve as a subject matter expert on provisions of Medicaid's Managed Care contracts.
- Provide customer service to members, subcontractors, and other stakeholders in coordination with Medicaid staff.
- Contribute and help implement strategies to promote customer satisfaction with Medicaid services.
- Be familiar with and analyze current, proposed, amended, and new laws and regulations to assess program and/or rules impact.
- Complete accurate and timely analysis of processes and procedures and apply state and federal policies and regulations. Provide consultation to managers on policy, process, and automated systems issues and program impacts.
- Communicate complex issues, policy, and procedures in understandable terms, both orally and in writing.
- Collaborate with Medicaid management and statewide offices to help improve services, performance, training and support functions.
- Respond to inquiries from staff and other department units, state officials, and the public.
- Work cooperatively with statewide and central office staff to develop, support, and implement strategies to improve performance.
- Collect, organize and evaluate data and be able to write narrative reports of findings.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. - Experience developing, recommending and evaluating operating procedures and recommending changes. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
- Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
- Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Experience managing complex multimillion-dollar contracts. Gained by at least one year of professional experience with responsibilities of writing, evaluating, negotiating and executing healthcare and/or managed care contracts, or college-level course work/degree in related field.
- Experience interpreting, applying and explaining laws and regulations. Gained by at least one year of related professional experience or college-level course work/degree in related field.
- Experience organizing large projects and managing timelines. Gained by at least one year of professional experience leading others through the stages of planning, executing, and completing a project, or college-level course work/degree in related field.
- Good knowledge of healthcare delivery systems. Gained by at least one year of professional experience in an insurance setting with responsibilities in analyzing and evaluating policies and procedures or college-level course work/degree in related field.
- Experience collecting, interpreting, and formulating a summary analysis from data. Gained by at least one year of related professional experience or college-level course work/degree in related field.
