Regional Quality Specialist
Introduction
The Department of Health Services, Division of Public Health (DPH) is recruiting for two (2) Regional Quality Specialists within the Bureau of Aging and Disability Resources (BADR). BADR is responsible for the development of policy and the management of programs that serve aging adults, adults with disabilities, or who are blind or visually impaired, deaf or hard of hearing, those in need of adult protective services, and persons who need or receive information about or access to community-based long-term support through an Aging and Disability Resource Center.
These positions:
- Offer the option to work remotely up to 5 days per week and will need to report to one of the DPH central or regional offices as needed. This schedule may vary depending on training and operational needs.
- Generally cover the central and northeast areas of Wisconsin. Home location must be within or near the region the position will be serving.
- May require statewide travel up to 5% of the time.

Position Summary
As the Regional Quality Specialist, you will be responsible for regional implementation of the Department’s Quality Assurance (QA) program for Aging and Disability Resource Centers (ADRCs). Responsibilities include:
- Developing partnerships and providing leadership and support to ADRCs. This includes the adherence to DHS requirements and quality standards of services as defined in the ADRC Scope of Services and the ADRC Operations Manual through direct consultation and technical assistance.
- Performing QA and support of Tribal Aging and Disability Resource Specialists (ADRSs) if located in the area assigned.
- The outcomes of the QA program include ensuring quality and efficiency of service delivery, customer focus and satisfaction, accuracy of information provided, sensing and responding to the needs of the community, and ensuring access for all individuals eligible for ADRC services.
- Collaborating with other Office for Resource Center Development (ORCD) staff to ensure shared and reliable understanding of the issues, conditions, and circumstances affecting the customer experience of the ADRC and ensuring effective coordination of the Department’s communications and actions regarding the ADRC.
Salary Information
The starting salary is between $38.50 and $41.00 per hour (approximately between $80,000 and $85,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is classified as a Human Services Area Coordinator and is in pay schedule and range 07/03.
Job Details

DHS does not sponsor work visas for these positions, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
These positions requires the ability to drive a State vehicle or the ability to provide one's own transportation. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:
- Must have a valid driver's license;
- Must have minimum of two years non-probationary licensed driving experience with a regular (Class D) driver’s license;
- Must be 18 years of age.
Additionally, your driving record MUST NOT reflect any of the following conditions:
- Three or more moving violations and/or at-fault accidents in the past two years;
- Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
- Suspension or revocation of driver's license.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience working with aging and disability resource centers (ADRCs).
- Experience providing training, consultation and technical assistance to organizations, agencies, or internal and external partners.
- Experience, education, or training with identifying the needs of a community and catering services accordingly.
Well-qualified applicants will also have one or more of the following:
- Experience working with quality assurance and quality improvement concepts, including those related to service delivery and customer satisfaction.
- Experience monitoring and evaluating a human services, public health, or other related program.
- Experience investigating and responding to grievances, including consulting with customers and professionals.
