Project Manager – Student Records Management System

Position Description
The Vendor Project Manager will serve as the single point of accountability for the successful implementation and ongoing oversight of the Student Records Management System for Wicomico County Public Schools (WCPS). This individual will lead project planning, execution, coordination, reporting, and stakeholder engagement to ensure all contractual objectives, milestones, and performance requirements are delivered on time and within scope. The Project Manager will serve as the primary liaison to WCPS leadership and stakeholders, ensuring transparency, accountability, and alignment with district goals.

Responsibilities
• Develop, maintain, and manage a comprehensive project plan visible to WCPS stakeholders
• Lead recurring project status meetings and executive briefings
• Coordinate and manage subcontractors, integration specialists, and internal technical teams
• Oversee phased scanning, digitization, and document migration activities
• Manage integration with the Student Information System (SIS) and other district platforms
• Track milestones, deliverables, performance metrics, and reporting requirements
• Identify risks and develop mitigation and contingency plans
• Prepare and submit status reports, milestone documentation, and performance updates
• Coordinate pilot deployments, testing phases, and system go-live activities
• Oversee training coordination and change management efforts
• Monitor contract performance and service levels
• Manage issue resolution and escalation processes
• Support system enhancements, updates, and long-term operational stability
• Ensure compliance with applicable data privacy, security, and regulatory standards

Required Qualifications
• Minimum of seven (7) years of experience managing enterprise IT, document management, or digital transformation projects
• Demonstrated experience leading large-scale records digitization or system implementation initiatives
• Proven ability to manage phased implementations with defined milestones and deliverables
• Experience coordinating subcontractors and cross-functional technical teams
• Experience integrating enterprise systems and managing vendor relationships
• Strong written and verbal executive communication skills
• Knowledge of data privacy and compliance standards such as FERPA, HIPAA, and COMAR or equivalent
• Bachelor’s degree in Information Systems, Business, Project Management, or related field
• PMP or equivalent project management certification preferred
