Internal Evaluator - GEARUP

Collect, summarize and analyze outcome data associated with the Oklahoma State Regents for Higher Education’s (OSRHE) GEAR UP project – a federally funded initiative aimed at student early awareness and readiness for college. Complete Annual Performance Report (APR) and interim reports. Lead data-based strategic planning with grant staff. Guide improvements in using data to make instructional decisions in the thirteen partnering K12 school districts. Present data to stakeholders at state advisory board meetings and other settings.

Develop methodologies to evaluate and analyze GEAR UP program metrics.
• Collect and review data (especially student performance data) provided in various formats, verify the data for accuracy, provide analysis, and write reports that include summary narratives, tables, graphs, and charts.
• In collaboration with other GEAR UP staff members, GEAR UP partner organizations, and external evaluators, conduct surveys, collect data, tabulate, analyze, and display data. This activity may require interaction with external data information systems.
• Design and deliver qualitative methods, such as focus groups and interviews, to examine participant experiences within the grant.
• Research and analyze topics, creating literature reviews as assigned to guide grant decisions.
• Support GEAR UP schools in the analysis of local data regarding trends, curriculum and culture.
• Compose correspondence to furnish or request needed data sets.
• Respond in a timely manner to information requests directly from Regents, the Chancellor, and the Assistant Vice Chancellor for GEAR UP.
• Coordinate data collection in preparation of the GEAR UP Annual Performance Report (APR) and other periodic reports as assigned. Submissions may require the use of web-based reporting systems.
• Manage the GEAR UP grant database for tracking service delivery at the student level. Work with the contracted database engineer to make needed improvements to the database as needs evolve. Manage the collection of the grant’s match documentation.
• Work with ACT / Iowa City to collect school data and generate reports.
• Evaluate vendors, programs and data collection systems utilized to implement the GEAR UP grant.
• Present grant data to stakeholders, including the GEAR UP state advisory board meetings, school administrator meetings, and other settings.
• Participate in regularly scheduled meetings of GEAR UP and OSRHE staff.
• Guide GEAR UP staff in utilizing data to improve program effectiveness.
• Give regular feedback to Assistant Vice Chancellor/Project Director and Grant Administrator regarding attendance and engagement in GEAR UP programs and activities.
• Maintain confidentiality with student, school and fiscal data.
• Extensive travel is required both in-state and out-of-state. Overnight travel is expected.
• Support the mission of GEAR UP with additional duties as needed to fulfill the grant goals.
• Daily attendance and punctuality at work are required.
