Performs intermediate skilled technical work administering agricultural and conservation programs, inspecting construction, monitoring contracts and easements, assisting landowners/users in applying and maintaining conservation measures, providing education programs, maintaining records and files, and related work as apparent or assigned. Work is performed under the limited supervision of the District Watershed Conservationist.

Examples of Duties
DUTIES AND RESPONSIBILITIES:
Advises agricultural and residential clients on water quality, erosion, and natural resource issues and current programs. Administers State funded cost-share programs and federal programs. Administers the North Carolina Cost Share programs and related federal programs.
Inventories, evaluates, surveys, and produces designs and technical specifications for conservation practices implemented on agricultural and residential land.
Prepares conservation contracts and GIS Maps. Oversees installations and provides on-site technical assistance to contractors. Performs final inspections to ensure the work meets United States Department of Agriculture and Natural Resources Conservation Service standards and specifications. Provide technical and contract implementation assistance to the Natural Resources and Conservation Service. Performs engineering inspections of work completed for quality control. Verifies associated paperwork for accuracy. Inspects water supply points for County fire departments and determines amount and accessibility of water.
Informs and advises the Soil and Water Conservation District Board on conservation issues and projects and attends monthly meetings.
Assists with preparing grant applications and administers grants; monitors grant expenditures; prepares and submits required reports. Administers special State disaster relief programs, such as, Drought Response Program. Presents education programs to inform citizens of natural resources concerns and issues such as fracking, water quality, water quantity, and soil testing.
Assist other agencies such as North Carolina Cooperative Extension Service and Farm Service Agency with technical issues.
Reviews and determines eligibility of applicants for the County Voluntary Agriculture Districts.

•Primarily communicates externally with landowners, land users, associates, government officials, and the General public. State agencies such as: Natural Resources Conservation Service, Soil & Water Conservation District Board, North Carolina Cooperative Extension Service, and Farm Service Agency.

Climbing - Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion

Pulling - Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion
Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles
Fingering - Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling
Grasping - Applying pressure to an object with the fingers and palm
Feeling - Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips
Talking - Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly

Minimum Qualifications
Minimum Education and Experience: Associates/Technical degree with coursework in soil science, agronomy, natural resources, business, forestry, or related field and considerable experience in environmental conservation, or equivalent combination of education and experience.
License or Certification Requirements:
•Valid North Carolina Driver’s License.
