Air Pollution Specialist

The Advanced On-Road Strategies Section (AORSS) in the Heavy-Duty Diesel Strategies & Implementation Branch (HDDSIB) within the Mobile Source Control Division (MSCD) is looking for a dynamic individual with a strong work ethic, ability to analyze scientific data, and collaborative skills necessary to navigate complex rulemakings. AORSS is responsible for assessing current and future legislative and regulatory strategies within the medium-duty and heavy-duty transportation space to help craft CARB’s plan for reducing greenhouse gas, criteria, and toxic air pollutant emissions. This section, comprised of Air Resources Engineers, Air Pollution Specialists, and Air Resources Technicians, is also responsible for updating and implementing regulatory programs to help accelerate growth in California’s transportation sector toward cleaner technologies. As part of these efforts, the section works with internal CARB partners, federal, state, local agencies, engine manufacturers, industry and environmental groups, state legislature, and other stakeholders, as well as assists with other on-road and off-road vehicle regulations, advanced technology programs, and planning efforts where necessary.

This Air Pollution Specialist position requires extensive regulatory experience, technical writing, and large data set skills along with the ability to communicate those results and findings effectively. The incumbent will develop a variety of reports, briefing papers, speeches and presentations, and will work with management to research and recommend creative solutions to reduce the impacts of air pollution and climate change for the public and communities in California. The Air Pollution Specialist may also assist with researching information and preparing documents in support of budget and contract planning and other projects for the Branch and Division, as needed.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
